The Joint Maritime Security Centre is the name given to UK’s cross government organisation for maritime security. The Joint Maritime Security Centre provides expert, independent advice and support to government (including the Devolved Administrations and Crown Dependencies) on maritime security, including maritime related threat, operational capability and response mechanisms.
The Joint Maritime Security Centre is formed of two operational pillars - the Operations Centre and the National Maritime Information Centre. The Assessment team providing a critical function to enable these pillars to operate effectively, alongside the International Team and the Strategy & Transformation Team.
The Assessment Team is responsible for providing global, strategic maritime security intelligence assessments to inform UK Government decision-making. In providing this service it collaborates and integrates with national and international intelligence and security organisations, to fuse and exploit available material and present a consolidated view of the threat. This critical role provides understanding to underpin the National Strategy for Maritime Security and enables the delivery of a central part of the wider JMSC Mandate.
The Operations Centre provides 24/7 awareness of the UK’s maritime asset distribution and ensures a coordinated and whole-system response to maritime security incidents at sea. The Operations Centre also contributes to the integrity of UK waters and the mitigation of threats at sea by informing operational decision making. On behalf of government, the Operations Centre also owns multi-agency Concept of Operations and Playbooks and delivers a joint exercising calendar.
The National Maritime Information Centre is a multi-agency construct that enables joint operational activity, information sharing & collaboration, and contributes to the UK’s maritime domain awareness and understanding of maritime threats at home and overseas.
The Joint Maritime Security Centre is led by a Head of JMSC (SCS1) who is accountable to the Joint Governance Board comprising sponsors from Home Office, Department for Trade and Ministry of Defence. The work of the Joint Maritime Security Centre falls into four categories, as follows:
- Business as Usual maritime security focused operational activities
- Supporting cross government development of maritime security strategy
- Joint Maritime Security Centre transformation
- International engagement
The Assistant Director (AD) - Assessment will act as the analytical team leader within the JMSC Assessment team, the postholder will report to, and take direction from, the Deputy Director (Assessment), to direct and manage the analysts to deliver global maritime security threat analysis and understanding in accordance with JMSC strategic and operational priorities.
The work is at the cutting-edge of cross-government maritime security threat assessment. It offers a challenging opportunity to join a collaborative intelligence community and participate in developing and delivering the UK’s Government-facing, consolidated maritime security threat assessment. The AD Assessment will be able to collate and cohere threat understanding from across the UK and international intelligence communities, fusing them into an authoritative assessment to inform decision-making at all levels.
**Responsibilities**
Duties include but are not limited to:
- Understanding, articulating, and helping drive forward the Deputy Director’s priorities, and in turn, supporting wider business to deliver JMSC objectives.
- Providing strong support to the Deputy Director across the full range of assessment duties including day to day and urgent, high profile or sensitive issues.
- Proactively taking responsibility for engaging, delivering outcomes and handling issues on the Deputy Director’s behalf.
- Ensuring the provision of high quality, succinct, timely and accurate advice/briefing to the Deputy Director to support decision-making and, as required, the broader senior leadership team.
