**JOB PURPOSE**
Manage and develop a multidisciplinary team for Port Health colleagues. Providing,
- Line management, motivation, support and development to the team.
- Management of the day-to-day functioning and operations of the Port Health service including liaison with partner organisations and facilities management.
- Monitoring and audit of port health processes and procedures, to maintain a high-quality service and ensure effective and efficient day to day service delivery.
- Deliver bio-security checks at the border (e.g ASF safeguarding measures).
To develop a culture of continuous improvement and performance, ensuring Dover District Council’s (DDC) values and behaviours are embedded in delivering a customer focused service.
**RESPONSIBILITIES**
**Line management**
- Supervise and manage the team including work allocation and prioritisation. Ensure operational performance meets or exceeds key performance objectives/expectations. Meet organisational requirements for quality management, customer service, health and safety and legal/regulatory requirements.
- Deliver management consistent with and complementary to other team leader colleagues, working as one to promote goals and standards.
- Direct and monitor the team to ensure compliance with Port Health procedures and standards. Identify and investigate any variances or discrepancies and implement corrective actions.
- Provide technical advice and support to officers within your team.
- Develop a performance culture directly contributing to the delivery of service priorities. Ensure regular and effective performance conversations and reviews take place. Make sure DDC’s values and behaviours are fully embedded in the performance management and development of all staff.
- Provide regular communication to the team to ensure everyone is engaged in the service and that service/operational plans and priorities are clear.
- Inspire the team to maintain and constantly improve service delivery through quality customer service. Share best practice and working collaboratively with other Team Leaders to ensure common standards.
- Ensure staff are trained to the required standards with equality of opportunity for personal development.
**Systems and processes**
- Be familiar with database and administrative checks, including the operation of information management systems (such as the use of the Port Health Interactive Live Information System (PHILIS) and Import of Products Animals, Food & Feed Systems - IPAFFS). Generate relevant reports from these databases to guide service provision.
- Work with the Business Support Manager to maintain good financial records. Support established financial management systems, including purchase order requisitions, goods receipting and tracking.
- Support the Port Health Managers, Team Leaders and Business Support Manager in effective workforce planning and resourcing.
**General**
- Maintain a safe working environment, leading by example. Ensure team members adhere to safe working practices as advised by internal health and safety colleagues. Make sure safe working practices of the BCP and Ports are followed whilst on their premises.
- Present and account for daily operational performance at service reviews.
- Ensure quality and service through excellent internal and external customer service. Work with all Port Health colleagues and partner organisations to ensure effective and efficient service delivery.
- Moving and handling equipment, evidence, products in inclement weather in a potentially hazardous environment.
- Transporting equipment from Council Offices to the Ports and back.
- Packaging and handling detained and seized goods.
- To participate in new and existing internal and/or Government led project initiatives (i.e. ASF safeguarding measures).
**Any other duties directed commensurate with the grade of the post to include**:
- Act responsibly within the working environment, evaluating risks and adhere
to safe working practices. Report hazards, incidents and accidents so that reasonably practicable measures are taken in the workplace.
- Any other duty as directed, and commensurate with the grading of the post, including secondment to other sections within the Port Health & Public Protection Service area when demand requires.
