**Summary**:

- This is a Fixed-term Appointment as a SHEF in HQ DSEME. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to a Unit move. This post will therefore begin on your appointment and end 23 months after that date. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
- If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. - The Defence School of Electronic and Mechanical Engineering (DSEME) provides electronic and mechanical training for specialist tradesmen, technical leaders and engineering managers in Defence. It is located at MOD Lyneham in Wiltshire. It is responsible for delivering technical training to soldiers, Royal Marines, airmen and officers from all three Services.
- DSEME has a mission to train and educate electronic, mechanical and specialist tradesmen, technical leaders and engineering managers in order to meet the requirements of Defence and needs of trainees now and into the future.
- This position is advertised at 37 hours per week.**Job description**:

- To assist the Commandant DSEME, Commanding Officers of units, Managers and Staff within DSEME in meeting their SHEF responsibilities.
- The liaison officer on all matters relating to SHEF, with all outside agencies, including the co-ordination of responses and returns to higher formations.
- Write and maintain all documents relating to DSEME SHEF Management.
- As Radiation Safety Officer to manage and monitor radiation safety throughout MoD Lyneham.**Responsibilities**:

- Investigate potential hazards and advise on safe working conditions. Assist DSEME and Industry partner Line Managers in the development of effective preventive measures and improved safe working practices as part of their risk assessment process.
- Assist in the investigation of all accidents and dangerous occurrences (near misses) involving DSEME site personnel.
- Maintain all DSEME mandatory records relating to injuries, diseases and dangerous occurrences. Report such occurrences as required to the relevant authorities and chains of command. Maintain a DSEME master register of competent persons from information supplied by DSEME unit commanders
- Advise DSEME Senior Management and Staff on the SHEF aspects of new projects, work processes and the introduction of new equipment, plant and machinery.
- To Co-ordinate and monitor the DSEME Environmental Management in line with MoD Lyneham EMS policy and to advise on practical environmental protection measures in DSEME AORs.
- To advise the DSEME Commandant, Management and Staff as well as industry partners on matters of environmental protection and its management.
- To co-ordinate and monitor Fire safety measures in DSEME Areas of Responsibility in line with the MOD Lyneham Fire Safety Management System.
- Carry out periodic SHEF and monitoring audits and advise DSEME Management and Staff on the implementation of measures to control or eliminate any shortfalls to the SHEF management system. To advise and assist in the completion of all assessments required under specific regulations in force at the time.
- Manage and monitor Radiation Safety within the Lyneham site as the Radiation Safety Officer (RSO).
- Identify and obtain both mandatory and advisory forms and publications or documentation regarding SHEF. Distribute information to DSEME and Industry partners AORs.
