**Summary**:
This post will be based in the Infrastructure and Projects Authority, which is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury.
Our core teams include experts in all elements of project delivery: infrastructure, IT, defence transformation, project finance and project profession capability who work with government departments and industry. We lead the project delivery and project finance professions across government. Projects are delivered by people, and building professional capability is a high priority for the IPA. We aim to build high performing, professional, flexible and diverse teams to deliver world class projects now and in the future.
The IPA provides expert project delivery advice, support and assurance to government departments and works with industry to ensure projects are delivered efficiently and effectively, and to improve performance over time. We work on the overall project delivery system, which includes the people that deliver projects, the principles that are fundamental to the success of any project, and the overall performance of government’s major projects, particularly those on the Government Major Projects Portfolio (GMPP).
**Job description**:
As part of the Assurance & System Learning Team, a Review Team Resourcer helps to manage and deliver IPA’s end-to-end assurance process. By working closely with Departments, the IPA provides consistently high-quality high impact reviews to inform government decisions on the largest major projects; data from assurance reviews can then collated in order to generate system learning which, when brought together with sector expertise and performance metrics, will allow measurement of the performance of the project systems.
Reporting to the Resourcing Manager, the postholder is responsible for the regular, day to day relationship with the assurance reviewers and is responsible for sourcing suitable reviewers for the assurance reviews.
The team’s goal is to ensure that the right people are available at the right time to give high value assurance and constructive challenge to departments.
**Responsibilities**:
Day-to-day duties and responsibilities will include:
- Working in collaboration with the IPA Infrastructure Enterprise & Growth and Public Security & Service operations teams, and key stakeholders, to ensure a forward look of reviews is effectively planned, managed, and delivered within their area of responsibility.
- Ensuring the timely and appropriate resourcing of the entire IPA review programme, covering for absence/leave and ensuring continuity of service as required.
- Ensuring that the review programme is delivered within budget (cost and revenue).
- Supporting the day to day identification of capacity and capability gaps within the existing review team pool, assisting IPA MPRG colleagues to prioritise and build the civil servant and external reviewer pool.
- Building productive working relationships with key stakeholders, e.g. suppliers, department assurance coordinators, finance, reviewers.
- Ensuring that the resourcing systems and databases are kept accurate and up to date to enable effective audit and management information.
- Track record of organising own work and the team’s workload to deliver results.
- Experience of maintaining resilience under a heavy workload and competing priorities.
- Experience of adapting and changing your own priorities or team way of working to improve a service.
- Experience of delivering a resourcing/recruitment function, in a project or corporate environment is desirable.
- Experience of working within a project/programme/portfolio management or major projects environment is desirable.
- Experience of the Gateway and / or other Assurance processes and environment is desirable.
- Maintain professionalism and resilience when under pressure, be comfortable managing competing priorities and a demanding workload.
- Work flexibly across the IPA, supporting and engaging all teams.
- Build relationships with senior stakeholders that support a quality service to departments to maintain the reputation of the IPA.
- Proficient IT skills including the use of Microsoft Office (Word, Excel and PowerPoint) and Google Suite Applications (Mail, Docs, Sheets and Slides).
- Technical understanding of GDPR and associated legislation desirable.
