Overview:
NRS Procurement procures contracts for the Department, leading on a broad range of procurement and commercial activities covering the full end to end procurement process across very diverse business areas including a unique high profile digital programme.

**Responsibilities**:
As a Senior Procurement Specialist you will:

- 1. Provide internal specialist procurement and contractual advice/guidance on public procurement legislation, policy and procedures.

2. Manage the complete end-to-end procurement process of allocated procurements from initial conception through to contract award and supporting contract delivery. Strategies, approaches and requirements will take account of all relevant procurement legislation, procedures, policy and best practice.
- 3. Work in partnership with, and fully support, customers to ensure the required contract outcomes are delivered timely and within budget.
- 4. Support the NRS Deputy Chief Purchasing/Procurement Officer in the delivery of NRS procurement operations (for the provision of goods and services in support of NRS business) and the Procurement and Commercial Improvement Programme for NRS on behalf of the Chief Purchasing/Procurement Officer.
- 5. Lead / assist in strategy development, planning and implementation of medium
- to high-risk/value commodity strategies optimising value for money for NRS. Supporting project teams and forming user intelligence groups where required to facilitate the development of business requirements.
- 6. Work effectively with a range of customers and stakeholders within National Records of Scotland, and the Central Government sector, to deliver credible commodity strategies and contracts for the organisation.
- 7. Provide advice and support to internal stakeholders on Supplier Relationship, commercial and Contractual matters.

Essential Criteria & Qualifications:
No specific qualifications are required for this position however a Level of Procurement specialism and competency as per the job description is required.

**Essential Criteria**

1. Strong knowledge, understanding and practical experience of the full end to end procurement process (including strategic procurement techniques, sourcing and tendering, contract management, and negotiation).

2. A proven track record in the management and delivery of public procurement projects/ programmes to deliver best value.

3. Strong interpersonal and stakeholder management skills and experienced at operating within complex stakeholder environments with demonstrated procurement credibility.

4. An ability to interrogate analytical and management information to draw out key messages and findings to support evidence based value for money recommendations.

**Procurement Pay Supplement* £3,250 per annum pro rata**
