**Summary**:
Applications are invited for a B3 Senior Procurement Portfolio Specialist within the Corporate and Professional Services Collaborative Procurement Team of the Scottish Procurement and Property Directorate. The Corporate and Professional Services Team procures and manages a range of Frameworks and Contracts on behalf of the whole of the Scottish public sector.

The team’s role is to drive the realisation of identifiable monetary savings for the Scottish public sector, and contribute to the wider government economic agenda including improving business for SMEs and delivering the Sustainability agenda, in particular in relation to Climate Change and Fair Work First criteria. This will be achieved through the deployment of innovative sourcing techniques and ongoing procurement and supplier management methods.

As a Senior Procurement Portfolio Specialist you will be part of a small team responsible for working collaboratively across the Scottish public sector to deliver and manage frameworks and contracts within our portfolio. You will engage with a wide variety of Stakeholders and Suppliers to achieve objectives and regularly present analysis clearly with colleagues to deliver the right outcome.

The post holder will manage a B2 Portfolio Specialist and will report to the C1 Portfolio Manager, C&PS based in 4 Atlantic Quay Glasgow.

**Job description**:

- Leading on high value/ risk procurements, including the development, planning and implementation of procurement strategies ensuring compliance with legislation, and optimising value for money whilst addressing Scottish Government policy aspirations such as sustainability, fair work practices and the inclusion of SMEs and supported businesses.
- Undertake complete end-to-end procurement process from initial conception, through full procurement process in accordance with the Public Procurement Regulations (Scotland) 2015 through to Framework/Contract award and management thereafter throughout the duration.
- Review and revise contracts using product and market knowledge.
- Work effectively with a range of key stakeholders across all Centres of Expertise within the Scottish public sector to deliver credible procurement strategies and contracts ensuring effective participation and buy-in.
- Building and maintaining strong working relationships with customers and strategic suppliers.
- Resolve conflict on Frameworks/Contracts and provide advice and guidance on public procurement regulations, and policy and procedures requirements to staff and stakeholders to develop competency.
- Managing an extensive range of strategic suppliers.
- Coordinate and report upon Quarterly Management Information spend and savings.
- Manage a B2 Portfolio Specialist.
- Work flexibly both within the team, Division and across the Directorate to help deliver the organisation’s wider goals.
- Ensuring continuous improvement of processes and performance is delivered.

**Responsibilities**:
1. Knowledge and understanding of public procurement including the full end-to-end collaborative and strategic procurement process, in accordance with public sector procurement legislation, procurement strategy development, sourcing and tendering and supplier and contract management and negotiation.
2. Strong analytical skills with the ability to collect and analyse information from a variety of sources, draw out key messages in order to problem-solve and/or make recommendations.
3. Strong interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels and working in collaboration to enable effective liaison with internal and external stakeholders.
4. Excellent communication skills both written and verbal that clearly convey commercial ideas and information to influence senior level decision makers.
