Our team supports a national ‘Local Digital' movement that brings together everyone required to make excellent local public services, working with local government stakeholders to adopt the Local Digital Declaration principles in their service delivery.

We were voted Apolitical’s ‘Global Public Service Team of the Year 2019’ in the ‘New Ways of Working’ category for our innovative approach to incentivising collaboration.

We have recently announced exciting next steps for the programme following the increased funding at Budget and Spending Review last year. We have an ambitious multi-year programme ahead of us, working across improvements in cyber health as well as fixing the core problems that prevent the local government sector embracing digital reform at scale.

**Responsibilities**:
We are looking for a senior leader that is comfortable with digital and non-digital product development and iteration. You will need to be adept at developing demand and supply side interventions in devolved environments, building capability across the local government sector and reducing the barriers to the successful use of modern user centred digital services.

You will be able to demonstrate a strong ability to deliver successfully in complex, large, uncertain, and highly visible problem spaces. You will understand the demands of developing strategic product roadmaps and driving forward adoption in order to secure benefits for users.

You will own and maintain a portfolio level roadmap and determine which products, enhancements and opportunities are developed. You will make highly strategic decisions about which levers to use to effect change, being comfortable with the interplay between a range of interventions in order to achieve maximum impact e.g. dialling up and dialling down policy, regulatory, engagement and funding levers based on user insights and evidence of real world change.

You will also represent your products and your teams, communicate plans and progress through various channels and be comfortable working in the open.

We’re looking for someone who can demonstrate a high level of product management skills and experience, as well as the ability to lead a team in a complex matrix environment. You will be an individual with strong interpersonal skills, who thrives on taking responsibility for success in a delivery focused, agile environment with multidisciplinary teams.

You will be someone who takes pride in representing users and enjoys the challenge of promoting the products you and your team are developing and operating.

We work in a fast-moving environment where priorities frequently change and you will be flexible in adapting to changing government priorities, user research findings, data and learnings from the development process.

**Essential Criteria**:
Experience developing, maintaining, and promoting clear visions and goals for multi-disciplinary teams.
- Experience of successfully developing and aligning product roadmaps with strategic insights and policy expectations.
- Knowledge and experience of successful digital transformation and the reform of complex ecosystems.
- Successful experience of leading multi-disciplinary teams and using user-centred design methods for service design and policy making, delivering complex product roadmaps in a high-pressured environment.
- Experience developing and leading a diverse and inclusive team successfully; motivating and engaging people, promoting equality and inclusion, and leading people through change.

**Desirable Criteria**:

- Experience working on ‘arms length’ market interventions and systems reform opportunities.
- Experience of developing and ensuring the support for programme business cases.
- An understanding of new and emerging digital technologies and the opportunities they provide to improve the delivery of public services.
- Experience of local government, especially technology services and product stacks.
