As our **Financial Controller,** you will lead the provision of finance and accountancy services, including the provision of accurate and timely financial information for decision making and supporting the development of our financial systemsand transaction teams.
**Responsibilities as our Financial Controller**:
- Leading the development of the finance Governance rules and skills across the organisation ensuring HMLR has the skills to manage the regulatory environment and senior stakeholders are aware of the key financial Governance controls
- Developing the Executive Board reporting to provide insightful information and manage the ongoing in year reporting relationship with HM Treasury
- Supporting and developing relationships with key stakeholders such as HM Treasury
- Driving forward the maturity of HMLR’s finance function, working with the Cabinet Office to ensure we deliver a world class finance function in line with the Central Government Finance operating model
- Leading and setting the strategy for HMLR financial systems
- Directing the development and management of an appropriate financial delegation and control framework, working with others to ensure consistent and rigorous deployment across Land Registry
- Production of high quality, compliant Annual financial statements and Whole of Government Accounts and other government returns
- Leading responsibility for all aspects of the General Ledger, including a chart of accounts, banking, VAT, Fixed Asset Register, reconciliations
- Supporting the annual planning and SR processes, working with Strategy colleagues and Finance Business Partners to ensure a single coherent approach to standard setting, business planning and budget setting
**What we are looking for in our Financial Controller**:
- Fully qualified CCAB accountant (or internationally recognised equivalent) and member of a CCAB accountancy body
- Excellent Excel skills and working knowledge of accounting software
- Recent hands-on experience with financial accounts closedown and production
- Experience across a range of roles including financial accounting, financial management and reporting
- Substantial experience in leading and managing teams
