Clinical Effectiveness Officer

Role summary The post holder will deputise for the Clinical Effectiveness Manager as appropriate. To assist clinicians and other health professionals research, collate, analyse and prepare data from a variety of hospital informations sources for clinical audit, outcomes and service evaluation and generally contribute to the promotion of clinical effectiveness within the Trust. To support staff in ensuring that clinical audit projects meet criteria set out in Principles for Best Practice in Clinical Audit (NICE, 2002), with audit cycles completed to assess whether improvements in clinical care have been sustained. The Clinical Effectiveness Officer is responsible for providing advice to staff wishing to undertake clinical audit, outcomes and service evaluations across the Trust, supporting specific projects to ensure the delivery of an efficient clinical effectiveness function.
Deputise for the Clinical Effectiveness Manager to deliver clinical audit, outcomes, service evaluation training to clinical and non-clinical staff in the Trust. Provide feedback on clinical effectiveness activities through committee, publication and training sessions. The post holder will provide support to the Clinical Effectiveness Assistants ensuring tasks are prioritised and deadlines are met. Assist in the process for managing NICE guidance and relevant NCEPOD studies within the Trust in association with the Audit Programme, providing support to the Clinical Effectiveness Manager.
Ensure the provision of accurate and timely data to National registries such as; Spine Tango, BSR, TARN, ICNARC and NNAP, providing regular status reports to the Clinical Effectiveness Managers. Key responsibilities Planning and organisational tasks / duties Deliver clinical audit, outcomes and service evaluation training to clinical and non-clinical staff in the Trust. Provide feedback on clinical effectiveness activities through committee, publication and training sessions. Oversee the management of the clinical audit, outcome and service evaluation databases ensuring they are kept up-to-date and required information submitted.
Attend, and contribute to, relevant committees, groups and meetings as required and act as a deputy for the Clinical Effectiveness Manager as needed. Undertake co-ordinate or support data collection, data analysis and presentation of data for specific projects. Provide advice and support for all staff throughout the Trust in the development and planning of clinical audit, outcome and service evaluation projects. Design data collection tools ensuring standards / guidelines are measured appropriately.
Plan data collection to ensure project deadlines are met. Set up spread sheets and / or databases and input data for approved projects ensuring accuracy and completeness of data. Ensure effective document management processes are adhered to To assist healthcare professionals in the preparation of reports and to ensure their presentations are within required timescales. Assist in the summarising of these reports and action taken as required for audit, outcomes and service evaluations.

Provide support in the management of National Confidential Enquiries within the Trust ensuring agreed process is followed. Provide assistance to the Clinical Effectiveness Manager with participating in relevant NCEPOD studies and ensuring deadlines set by NCEPOD are met. Assist the Clinical Effectiveness Lead to develop and implement processes to collate, analyse and report on new clinical audit, outcome and service evaluation projects.
Responsible for ensuring the smooth running of relevant MDT meetings. This will include; meeting coordination, preparation of patient data and outcome information for / from meetings, ensuring adequate representation of medical groups and escalation of information when necessary to assist clinicians to ensure patient pathways are followed. Support the Clinical Effectiveness Manager with necessary data requests including; the provision of reports to assist with financial queries and clinician appraisals and for evidence required for commissioning / regulatory bodies such as NHS England / CQC. Triangulate audit results, outcomes etc to support the production of annual audit plans for the division, in line with Trust priorities Analytical & Judgemental Skills To undertake complex analysis and extraction of measurable criteria from local and national standards and guidance to measure practice against, consider information requirements and develop data collection tools and databases.
Liaise with healthcare professionals to make judgements regarding the appropriate methodology to audit practice. Clinical audits are used as supporting evidence for external assessments and reviews; the role requires judgements to be made on all aspects
