Property Repairs H&S Co-ordinator

Real Estate and Facilities and Infrastructure Management - Occupier FM.

Based in Stoke on Trent with some Hybrid Home Working.

Overall Purpose of Job
- Reporting to the Senior Contract manager, to manage Avison Young’s Suppliers delivering across a portfolio of national (UK wide) properties, ensuring all high risk works undertaken by the supply chain are delivered under a Safe System of Work (SSOW), including using appropriate and current policies / procedures, risk assessments and method statements (RAMS) and monitoring practices.
- Support safe FM service delivery and audit programmes.
- Support the management of the Supply Chain to effectively deliver work safely against contracted SLA’s and KPIs.
- Support the team in achieving 100% compliance in respect of the Contract and in particular Health and Safety and Statutory Legislation.
- To support the Senior Contract Manager and Service Desk Manager in driving continuous improvement in service levels, communication and safe and efficient delivery of reactive and planned works.
- To participate in all relevant operational initiatives.
- To assist in management of all small works and projects applicable to the role, supporting delivery of these to meet safety and quality requirements.
- To monitor contractor adherence to all H&S responsibilities outlined within contractual and Health and Safety and Statutory Legislation and promote a pro-active safety culture.
- To ensure, as is reasonably practicable, that all unsafe practices or regulation breaches undertaken by the supply chain is escalated to the Contract Manager and H&S team.
- Assist analysis in identifying system failures and H&S Breaches to ascertain learned outcomes to prevent reoccurrence and take appropriate actions dependent upon severity.
- To drive continuous improvement in health and safety arrangements, practices, and contractors’ execution of works and work in collaboration with H&S Team.
- Identify non-conformance of H&S practices and perform performance improvement notices to contractors as required and monitor improvement plan to control risks.

Main Duties, Responsibilities & Accountabilities
- Review Method Statements and Risk Assessments to ensure that high risks have been identified and are being managed and recorded on the permit system (CAFM).
- Ensure, by use of the CAFM system and audit, and by working with the Procurement Team, that contractors are being selected and are operating using consideration of H&S due diligence information.
- Report whether contractors have adequate Health and Safety arrangements and working practices in place, to support performance management of the Supply Chain.
- Measure the compliance of contractors with AY, and their own, health and safety systems and arrangements.
- Assist in onboarding of contractors to ensure they are appointed in accordance with best practice and that their competence to provide the service is confirmed.
- Ensure contractors comply with the requirements of Avison Young’s health and safety arrangements and provide regular performance analysis to AY Stakeholders.
- Ensure that accidents and serious incidents are reported to the Health & Safety Team and to contribute to investigations if incidents occur.
- To ensure the swift escalation of RAMS for further review where required is managed.
- To undertake Health and Safety compliance audits (at a frequency determined by the contractual requirements) and to promote a safe and healthy working environment, ensuring that contractors provide the relevant information and operate to the relevant safe systems of work for all reactive, planned and ad hoc quoted works.
- Undertaking (selective) supplier quality audits at a frequency determined by the Contract Manager
- Undertake ad hoc site visits if required.
- Identify and recommend any improved methods of working practices, which may enhance safety, quality and reduce costs.
- Promote good relationships with client contacts, site personnel and contractors and project a professional image of Avison Young.
- Work proactively to ensure that the requisite standards for all contracts procured in the management and delivery of FM services are delivered to an appropriate standard that meets client expectations and safety requirements.
- Provide the interface between the client and internal and external service providers where appropriate.
- To ensure availability on an ad-hoc basis to attend meetings at the discretion of the Senior Contract Manager.
- Carry out any other duties as requested, including attending some site visits to monitor suppliers, if required.

Desired Knowledge, Skills and Experience

**Key Skill Requirements**
- 5 years working experience in a Facilities Management role, including reviewing RAMs and SSOW.
- Experience in communicating with contractors / suppliers
