**Job summary**:
The Disclosure and Barring Service (DBS) protects the public by helping employers make safer recruitment decisions and by barring individuals who pose a risk to vulnerable groups from working and volunteering in certain roles.
As part of the Strategy, Performance & Change directorate, you will be involved in delivering a range of projects and services that will support the users of our services and also colleagues across the organisation. Our team has a key role in enabling the DBS to achieve the ambitious vision and goals set out in our strategy and also to support the organisation in responding to a rapidly changing environment.
Development of the profession is at heart of what we do, with learning and development opportunities such as access to accredited training, professional memberships and other learning and accreditation.
The DBS is committed to being an employer that is able to attract, develop, retain and engage diverse talent that is representative of the communities we serve, and to be an organisation providing outstanding service to all our existing and new customers, who are diverse and have a range of different needs. We want all our staff to be able to bring their ‘whole self’ to work.
We work “remote-first” with our team members spread across multiple locations - we hold regular team development days but there are also opportunities to work in our Liverpool and Darlington offices in a hybrid model.
If you are interested in the role and would like to find out more information, please contact us using the details below.
**Job description**:
The role of the Change Engine Lead is to drive and manage the assessment of new change items and production of associated business cases, through an agreed ‘pipeline’ process, so they are of sufficient quality for delivery teams and projects are “setup for success”. This requires co-ordination of input from project managers, business analysts, technical support officers and other DBS stakeholders.
The Change Engine Lead is responsible for driving and overseeing the delivery of viable business cases from initial idea through assessment and feasibility to ensure that the objectives of new change items are clearly defined and assessed against strategic intent. The Change Engine Lead has a key role in change governance and, working with stakeholders, in ensuring all inputs required (people, funding, suppliers) are planned into a future schedule of change.
Not all potential change items will pass through the process successfully, so excellent stakeholder management skills and the ability to manage and demonstrate a transparent and objective decision-making process is essential.
This is a dynamic role, which requires the post holder to be a self-starter and driven to succeed in challenging circumstances using specialist skills and deep business knowledge. You will be pro-active, flexible, responsive to change, and possess the ability to proactively develop and maintain collaborative relationships.
The role also includes responsibility for contributing to wider communities of practice.
The post holder will work closely with other disciplines to ensure that DBS systems and processes are continuously improved.
**OTHER INFORMATION**:
- Occasional travel may be required to the office.
*Location/flexible working - Work can be done remotely, but the post holder will have a contracted base of Liverpool or Darlington. The post holder may be occasionally required to attend their contracted office, in accordance with the needs of the organisation.*
**Person specification**:
**CORPORATE DUTIES**:
- Representing DBS / Strategy, Performance and Change Directorate at appropriate forums, as directed.
- Supporting the delivery of the directorate’s objectives.
- Work as part of a wider directorate, bringing together skills and expertise into a single, coherent, and enabling directorate.
**OPERATIONAL DELIVERY**:
- Management and leadership of a range of change professionals to deliver the agreed outcomes within time, cost, and quality constraints.
- Development and maintenance of an overall schedule of change, based on priorities and capacity, using a structured approach to planning and working with stakeholders across the organisation.
- Developing options analysis, change proposals and business cases through careful negotiation and co-ordination of a range of project professionals and stakeholders.
- Identifying and documenting
