**Job description**:
The post holder will work directly to OC Base Support Wing (BSW), but will also need to work closely with Air Command, the Unit’s welfare team and the training establishments.
The post holder be responsible for ensuring that we have an effective D&I Network, which meets current AIR policy and provides our personnel support with any D&I issues that arise. They will be responsible for developing the network to provide greater support, over and above current D&I policy, to reflect the challenging nature of a Ph2 training environment. The post holder will not be responsible for direct welfare provision but in conjunction with OC BSW will ensure that WDoC practices across the site match the requirements of the Unit’s WDoC policy documents.
They will be responsible to OC BSW for interpreting policy, assuring adherence to the Supervisory Care Directive (SCD) across the Unit, managing WDoC meetings and maintaining and analysing data and records. They will need to have auditing experience in order that they can assure the relevant sections are adhering to policy. They will also be expected to visit other Units to explore ‘best practise’ and recommend better ways of providing WDoC at RAF Cosford. The post holder will need to be a ‘self-starter’ and have the vision to grow the role. The post holder will be LM for 5 members of staff. The post holder may be required to deputise for OC BSW.
**Person specification**:
The duties of the role will include:
- To co-ordinate Welfare policy through management of the WDoC document set, assure compliance across the Unit and advise the Chain of Command (CoC) on best practice.
- To develop and manage a D&I Network consisting of volunteer staff, to provide coherent advice and support across the Unit to our Whole Force personnel.
- To advise on all aspects of Defence D&I Strategy, policies and legislation to ensure unit compliance with the Equality Act 2010 and the Public Sector Equality Duty including vicarious liability.
- To support D&I Suitably Qualified and Experienced personnel to ensure every effort is made to resolve D&I personal differences at the lowest possible level as quickly, fairly and amicably as possible in order to maintain operational effectiveness.
- To maintain the monthly unit and MoD D&I Logs and Executive Summary sheets for the CO/Head of Establishment’s inspection, ensuring that confidentiality is maintained at all times to protect the identity of the person who has sought advice.
- To manage the Level 3 WDoC document set, organising relevant governance meetings and delivering analysis on current risks, issues, and welfare themes.
- To assure the CoC that the Level 3 SCD is being implemented across RAF Cosford and suggest changes where it cannot be followed.
- To visit/liaise with other Units and outside organisations to seek out best practise for WDoC that can be implemented at RAF Cosford.
- To lead and manage associated plans eg TRiM.
- To remain current with Welfare policies and procedures, advising the CoC of any changes required at the Unit.
- To attend Student Councils which may require working outside of normal working hours.
- To attend Unit Health Committee meetings and relevant forums.
- Undertake both mandatory and skill gap training.
- Prepare, maintain, and progress own PAR. Maintain own personal information on My HR.
- Manage and inspire personnel whom they Line Manage.
Desirable Skills/Experience:
- Experience as a D&I Advisor and management of a D&I Network
- Experience of WDoC and knowledge of Ofsted inspection frameworks
- Experience of Quality Assurance and Risk Assessment
- Knowledge of Military Organisation and Discipline Procedures.
