**Our Service**
The new Localities Team comprises of three service teams: Communities, Parish Liaison and Local Devolution and Migrant Programmes. Together they will maintain and build on a range of established programmes; develop new programmes that deliver the Council’s ambitions in relation to locality working and will also focus on the development of a number of key new policy priorities and strategic themes including parish liaison, devolution of services to parish councils and communities and migrant support programmes.
**The role**
The Local Devolution and Community Rights Officer will play an important role that supports the council’s ambition to be the geographically largest but most local council, building upon the work currently undertaken. The role will further develop and deliver a range of agreed programmes as priority building blocks to realise the Council’s ambition in relation to locality working:
- Overall management of the Council’s statutory responsibilities in relation to Assets of Community Value and Community Right to Challenge.
- Manage with others the Council’s corporate arrangements for the devolution of council assets and services to town and parish councils and community groups.
The role will work closely with the Communities, Legal and Democratic Services, Finance, Human Resources, Property and Service teams in relation to this work.
The role will also work as a member of the wider Localities Team alongside other Officers to support the further development of other priority building blocks for Localities:
- Locality Operating Model Development
- Cross-directorate liaison and engagement
- Local engagement and participation
- Area Committee and Member liaison.
- Support services to embed locality working and deliver council savings programmes.
- Community Partnerships implementation.
The post is suitable for hybrid working with an office base at one of the local Council Offices or County Hall, Northallerton. It requires travel across North Yorkshire and occasionally beyond.
**What you will bring.**
You must have expert knowledge of the ‘community rights’ legislative framework and the Council’s legal and statutory responsibilities in relation to the processes and procedures for listing Assets of Community Value.
You should be able to demonstrate a good knowledge of effective partnership working and the role of the community, voluntary sector, and other stakeholders in service delivery and the key issues relevant to communities and public sector organisations in North Yorkshire.
You should have an understanding of approaches to project management, monitoring and managing performance, national and local democratic processes and operating in a politically sensitive environment.
You should be able to demonstrate excellent negotiation and communication skills to build consensus and effective working relationships between different stakeholders who have different perspectives and priorities.
You should have strong research and analysis skills with the ability to summarise written information and manipulate and interpret statistical and numerical data. You should be able to demonstrate the ability to brief and advise on complex issues that is clear and to a high standard for varying audiences.
You must be able to work on your own initiative and have excellent organisational skills and multi-tasking skills to cope with the varied workload and multiple projects, including the ability to prioritise work, accordingly, meet strict deadlines and respond effectively to changing circumstances without losing focus or direction.
