**Job summary**:
This critical role sits at the heart of Capability Special Projects (Cap SP), which is responsible for management of a wide range of specialist military capabilities. The incumbent will work to G7 Plans Capability Manager and work with the HEO Deputy Plans Manager including providing assistance as and when required. The role will be responsible for supporting prioritisation, direction and coherence of Joint Force Protection, Special Projects and Joint Personnel Recovery capability planning across Cap SP and will be branch focal points for Capability Planning Groups, annual Capability Audits and secretariat and driving force behind the Joint Special Operations Force (JSOF) Capability Planning Board. This will require pan-Defence liaison, including with Head Office and the Front-Line Commands.
This role is part of Capability Special Projects (Cap SP) which provides the capability planning required for UK Special Forces, Defence CBRN and Electronic Warfare (EW). This is achieved by conducting near and long-term capability planning and securing funds through the Department’s Annual Budgetary Cycle (ABC). The Branch supports a host of specialist users across Defence and has close links with Partners Across Government (PAG).
This position is advertised at 37 hours per week.
**Job description**:
This role sits in Capability Special Projects (Cap SP) which provides the capability planning required for Front Line Commands. Cap SP is responsible for developing a balanced and affordable Capability Programme, creating Operational Advantage, protecting the Joint Force through the provision of CBRN and EW capabilities, supporting the development of Counter Proliferation Capability, enhancing Joint Personnel Recovery Capability, and providing Capability Coherence to the JSOF.
This role itself sits within the Plans Capability Planning Group (CPG) in Cap SP. Plans are responsible for providing governance, coherence, engagement, and support.
**Person specification**:
The post holder will be responsible for the following;
**Essential Experience**
- Govern through supporting the production of the Capability Management Strategy (CMS) and Capability Management Plans (CMP)
- Support financial activity including Balance of Investment (BOI) and In Year Savings (IYS)
- Cohere through leading the Capability Management Group (CMG), CBRN, ECM and SU Capability Planning Groups (CPG), the Annual Budgetary Cycle (ABC), Command Agreement Plan Annual Refresh and Capability Audit
- Lead Information Management (IM) formalising processes and structures, developing and maintaining templates and trackers
- Manage and chase key artefacts including Business Cases (BC), Change Requests (UCRs, FCRs, ILRs and Options), Letters, Mandates and Notes (Review and Information) from submission through to approval
- Engage with the UKStratCom partners including the Portfolio Office (PfO) regarding Agreement Plan (AP) milestones, dependencies, risks and finances, Financial Military Capability (FMC), Defence Resources (DRes) and Scrutiny regarding artefacts
- Report to, and provide feedback from, wider UKStratCom boards and groups including the Performance Cost Reviews (PCR), Portfolio Progress Groups (PPG), and AP Customer Reviews (CCR)
- Significant amounts of the work involves collaboration at Secret or Above in MOD main building, Northwood as well as Bristol as well as other MAB locations and therefore this role is not suitable for home working
- Support key partners and the JSOF
- This role is routinely required to support additional priority projects and tasks of a broader nature to meet the aims of the department and therefore the incumbent should expect to support broader functions.
