Operates within both the HR Delivery and Corporate HR Support Teams. Fulfils the role of 'Professional Advisor' in accordance with the People Department Operating Model undertaking the full range of people management activities, which include attendancemanagement, change management and Police Staff Discipline. Responsible for providing professional, specialist and technical advice to Managers and supervisors in relation policy, legislation, Regulations, Terms and Conditions of Service etc. Supports pay andgrading processes, HR systems and processes development, drafts and maintains business continuity plans etc.
**Role Overview / Key Responsibilities**:
Fulfilling the role of Professional Advisor in accordance with the People Directorate Operating Model in relation to the full-range of HR Operations activities.
Developing and maintaining relationships with line managers providing timely and appropriate professional advice in accordance with Force Policy, best practice and legislation. Coaching and supporting managers in relation to employment issues.
Managing an appropriate caseload of people management cases seeking to produce creative solutions to issues in accordance with Business Area requirements, highlighting risk in order that informed decisions can be taken as to the appropriate way forward.
Investigating Police Staff Disciplinary allegations, preparing Disciplinary Investigation Reports and acting as Presenting Officer at Disciplinary Hearings.
Undertaking appropriate pro-active attendance management monitoring activities. This includes supporting managers with required interventions and escalating issues of concern where interventions are not implemented.
Contributing to policy formation where appropriate, providing innovative solutions and ideas for process simplification through the HR Manager.
Providing technical employment advice and support in relation to Police Staff Terms and Conditions of Service, Police Regulations, employment legislation and case law, ACAS guidance, contracts of employment etc. This includes providing support and guidanceto HR Operations Support Team staff in relation to technical employment issues and contracts of employment.
Supporting all corporate HR functions, developing Information assurance plans and registers, drafting and maintaining business continuity plans, managing employment based FOI requests, undertaking research and analysis in relation to employment matters etc.
Supporting the development and introduction of new/revised HR systems and processes. This involves acting as the link between the People Department and the systems/process developer ensuring the department and wider Force people requirements are met.
This list of duties is not restrictive or exhaustive and the post-holder may be required to carry out duties from time to time that are either commensurate with/or lower than the grade of the post. In some posts this might include the ad-hoc provision ofguidance and informal training of new colleagues.
**Requirements**:
- Relevant practical experience in a generalist professional HR role.
- Clear understanding of the role of Human Resources in contributing to the achievement of the organisations goals and objectives.
- Good interpersonal, negotiation and communication skills and the ability to deal with matters sensitively and tactfully.
- Effective decision making and problem solving skills with the proven ability to display resilience and the ability to work under own initiative.
- High degree of computer literacy.
**Pay Rate**:£14.70 per hour PAYE
**Location: Middlemoor HQ, Exeter**
**Contract Length: 7**Months initially
