**About you**:
You will have experience of carrying out visual safety inspections on highways or structures, and of carrying out public safety risk assessments.
You will have strong general IT and technology skills with a working knowledge of MS Office systems, and good report-writing and communication skills. Experience of using digital asset management systems is desirable but not essential, full training in the use of our Asset Management software will be provided.
You will have good organisational skills with the ability to plan and prioritise workloads, and will have a logical, structured approach to your work and a keen eye for detail. You will be confident working alone and outdoors in all weather conditions and seasons, and comfortable occasionally working near water or at height whilst carrying out inspections.
**About the role**:
The Senior Technical Officer (Assets) is responsible for overseeing the Engineering team’s inspection routine asset programme, which covers visual inspections of built assets across some 280 public realm sites across the city.
You will manage the asset inspection programme, ensuring a consistent approach to the assessment and recording of risk from these assets in line with relevant industry standards. you will be responsible for creating new inspection routes and planning inspections, including the production and review of risk assessments and arranging access with landowners / operators where necessary. As the senior officer, you will disseminate relevant knowledge and guidance to the junior inspector.
You will monitor the inspection programme and asset condition database, reviewing and modifying the inspection programme using a risk-based approach. You will produce periodic asset condition reports, reporting to the Engineering Manager and other service managers on asset condition, recommending monitoring surveys and remedial works.
Much of your time will be spent carrying out visual inspections of assets across the city, assessing risk, recording and photographing all defects which might pose a risk to the safety of the structure and users of public spaces around these structures. You may also from time-to-time be supporting colleagues in the engineering team with data gathering such as measurement surveys, topographical surveys or monitoring surveys.
**About the team**:
You will report to the Engineering and Assets Manager, and will be working as part of the City Council’s Engineering team based in the Civic Centre. This is a small team whose main function is to inspect and maintain the Council’s non-highways street infrastructure and watercourses, to inspect and advise on the condition of built assets in the public realm, and to plan and deliver new-build, maintenance and refurbishment works on these assets.
You will also be working with other Council teams from time-to-time, including the Parks & Green Spaces, Estates, finance and procurement teams.
