**Are you a dynamic HR leader ready to shape the future of our workforce?**
Tunbridge Wells Borough Council is seeking a Head of HR to play a pivotal role in executing our People Strategy. You will lead the development and implementation of policies and procedures to effectively manage our workforce, ensuring alignment with strategic objectives. This role requires providing leadership across the Council, embodying and promoting our values, and inspiring and developing staff.
**Main Activities**:
- Actively participate in the leadership of the Council, supporting key projects in the strategic plan and People Strategy.
- Provide leadership as part of the Management Team, working closely with the Cabinet to set direction and resources.
- Manage the HR function to attract, retain, and develop a high-quality, committed, skilled, and innovative workforce.
- Lead workforce activities at both strategic and operational levels.
- Provide leadership in people issues and cultural transformation, ensuring policies and practices meet best practice and national developments.
- Engage externally to collaborate and deliver efficiencies and improvements.
- Oversee, review, and implement the Council’s People Strategy and associated policies.
- Identify and mitigate risks to ensure high performance.
- Create a high-performance culture that drives continuous improvement, efficiency savings, and high levels of customer satisfaction.
- Determine structures, roles, and processes to deliver services effectively.
- Manage financial, human, and other resources efficiently.
- Develop and maintain strategic relationships with key external stakeholders.
- Ensure compliance with Health and Safety regulations.
**You will have**:
- Chartered Institute of Personnel and Development (CIPD) qualified (Level 7)
- Substantial senior management experience in a complex service environment (public or private sector).
- Proven track record of building and maintaining relationships in a multi-agency environment.
- Experience working with Trade Unions, staff, partners, and key stakeholders.
- Experience managing complex HR projects to successful conclusions.
- Broad knowledge of district council functions and political context.
- Familiarity with HR/Payroll ICT systems.
- Strong understanding of employment law, HR disciplines, and relevant competencies.
You will be a strong communicator with excellent interpersonal skills to gain credibility and sell new ideas. You be a proven leader with the ability to work effectively in a team. You will be resilient and able to influence and partner with different levels of the business.
