Job Description:
West Sussex Trading Standards Service is looking for an experienced Trading Standards Officer to undertake a detailed scoping exercise to look at the trading practices of a business operating in the mobile park home trade sector. The scoping exercise will be used to understand where the business operates across the UK and the applicable legislation that governs their operations, carry out analysis of the complaints being received from consumers nationally, identify local issues of concern from regulatory enforcement partners across UK, understand what legislation is Trading Standards specific and what are the potential TS offences, what opportunities may exist for fines/sanctions to be applied as opposed to criminal prosecution, understand what legislation is specific to partner agencies and what opportunities exist for them to impose fines/sanctions or take action, make recommendations for any action in response to the above and identify what tactical options may be available, identify the outcomes to be achieved, the scale of a potential action and what resources would be required.

Skills required:

- A TSO with demonstrable experience in consumer protection and fair trading matters. Statutory qualification in food, feed or metrology is NOT required.
- Ability to quickly assimilate information, consider the issues, risks and legal implications and identify appropriate courses of action.
- Ability to organise / prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines.
- Excellent communication and interpersonal skills in order to interact effectively with customers, and create and maintain effective working relationships.
- Ability to provide a high-quality service with a high level of attention to detail.

The Trading Standards Service is responsible for a wide range of consumer, business and environmental protection legislation which regulate the production, storage, marketing and supply of food, goods and services throughout the supply chain, and the behaviours of businesses that are based, or operate, within the County.

The responsibilities of the Service are widespread and include food standards and product safety, intellectual property protection, animal disease control, control of the supply of age restricted products, safeguarding the vulnerable, licensing and inspection of explosives and petroleum storage facilities, rogue traders, deceptive trade practices and weights and measures.

**About the job**
At this level as a Grade 9 Trading Standards Officer you are regarded as a qualified officer by West Sussex County Council. You will be asked to conduct interventions with businesses to ascertain regulatory compliance, and to act as an investigating officer on matters appropriate to your level of competence. You will be making judgements on matters such as compliance with regulations, the issuing of improvement notices, securing evidence, liaising with test houses, identifying witnesses and conducting formal interviews.

Environmental Health Team, provide assured advice, represent the Service on a regional group (e.g. TSSEL focus group), act as an assessor or provide internal training to colleagues. You will be required to give evidence at Court as necessary.

You may be required to occasionally lift or carry heavy items, for example when manually handling stock in a warehouse or carrying bags of seized evidence. The job may involve some exposure to disagreeable and unpleasant persons and / or environmental conditions due to the nature of the regulatory compliance role being performed. You will need to be able to travel independently to various locations across the county. There is a regular and intrinsic requirement to communicate in English with members of the public.

Whilst not compulsory, as a qualified officer you will still be encouraged to further your professional knowledge and experience. Over a minimum three
