Analytical & Judgemental Skills The post holder will have responsibility for: - Undertaking a Training needs Analysis in collaboration with staff, including the Clinical Directorates and partner organisations to ensure that the Trusts Workforce Development Plan is developed to meet the current and future needs of staff and services; Ensuring that the Workforce Development Plan includes all levels of training from initial induction to professional qualifications and is informed by national guidance and evidence of best practice; Taking a lead in co-ordinating the implementation of the workforce development plan and reporting on delivery against this plan; Ensuring that the training plan and the programme of activity to support this meets the organisations responsibility to deliver training to its staff using a wide range of methods including the use of new technologies and simulation as well as more traditional methods; Developing a policy framework to underpin the implementation of the workforce development plan; Interpreting national guidance and ensuring that legal, statutory and mandatory regulations are met as well as the further development needs of staff; The post holder will also be required to assess the impact on the development plan and advise on changes and amendments; Interpreting performance data and information. The post holder will also be required to advise on appropriate action to be taken in response to include finance, workforce key indicators and appraisals; Ensuring that a detailed delivery plan is developed for apprenticeships within the Trust that is appropriate and supportive of service needs; Working autonomously under own initiative within agreed objectives; Making decisions on behalf of the Trust when meeting external stakeholders Planning & Organisational Skills The post holder has responsibility for: Leading the development of the Corporate Training Plan which includes delivery of all training and development programmes including apprenticeships, preceptorship and continuing professional development of staff; Strategic visioning for practice education, professional development and training ensuring that it is developed, implemented and monitored within the Trust; Recognising both local and national initiatives in practice education and professional development are shaping and developing the education and training agenda, maximising sources of external funding from both public and private sector organisations; Ensuring effective systems are in place to deliver all aspects of the workforce development plan to include training needs analysis, business plans and personal development plans; Engaging with directorate management teams so that they plan and direct resources effectively to ensure delivery of the workforce development plan; Engaging with Health Education England, Higher and Further Education institutions and other provider organisations to plan learning activities; Ensuring that there is a programme of staff engagement events in place across the year on career pathways and professional development opportunities; Developing appropriate Business Plans for income generation opportunities.

Responsibility for Patient/Client Care, Treatment & Therapy No direct clinical care responsibilities however the post holder will ensure that clinical development and operational delivery are supported by effective education planning. Responsibility for Policy & Service Development Implementation The post holder has responsibility for: - To establish systems to evaluate the effectiveness of learning activities and impact on the delivery of organisational objectives. Establishing effective performance monitoring arrangements and providing reports for the senior managers and the Board at a range of committees on a regular basis; To use performance information to inform service change and development; Responsible for the development of Trust policies relating to Workforce Planning and Development, including appraisal and supervision, apprenticeships, preceptorship and revalidation. Responsibility for Finance, Equipment & Other Resources The post holder will: Actively manage the budget for functional areas, ensure financial balance and provide the Assistant Director of Workforce/OD with monthly reports on financial activity; Anticipate and take early actions to mitigate any financial imbalance; Hold Budget manager responsibility for the Practice Education and Training staff budgets, central training budget and the apprenticeship levy on behalf of the Trust reporting progress and risks; Ensure that the Trusts funds are effectively used, represent value for money and can withstand public scrutiny; Develop and
