£ 19.50 - £ 22.50 paye per hour

£ 20.50 - £ 23.50 paye inclusive of holiday pay per hour

£ 21.50 - £ 24.50 umbrella per hour

**Band 8A**:
£ 23.00 - £ 26.00 paye per hour

£ 24.00 - £ 27.00 paye inclusive of holiday pay per hour

£ 25.00 - £ 28.00 umbrella per hour

*All the rates are depending on skill and experience.

**Working Days and Hours**: Monday to Friday, 9am to 5pm working 37.5 hours per week.

**Travelling for work purposes**: Yes, to be independently mobile to work across a number of sites and travel to meet with various stakeholders as and when required.

**Job Summary**
- Delivery of Phase 1/2 of the Community Diagnostic Hub programme in the area in alignment with national requirements emanating from a review of diagnostic services as part of the NHS Long Term Plan
- Under the overall direction of the Programme Director for the CDC programme in the area, the post holder will be responsible for ensuring that the first diagnostic services in the area is delivered effectively, meeting milestones to establish the firstphase of the project programme and ensuring sustainable diagnostic capacity to meet all national standards
- They will work with internal and system partners to take forward/oversee specific projects / work streams. This complex project management process will deliver the CDC project and also align with the competing demands of other interrelated projects
- Working closely with relevant system partners the postholder will support the Programme Director in collaboratively pulling together the various elements of the programme under the agreed governance structure. They will ensure due diligence is followedunderpinned by clear PMO principles and manage interdependencies

**Financial Management and Budget**
- Ensuring that outputs and benefits defined within the project scope and the business case are delivered on time, within allocated budget (project specific) and to the required standard of quality
- Managing work-stream leads to ensure identification of service transformation to deliver high quality sustainable service. This will involve review and senior challenge of the service delivery models, evidence provision and monitoring
- Responsibility for overall progress of each work stream and use of resources including producing regular reports to the project’s Senior Responsible Officer, (Chief Operating Officer)
- To contribute to and ensure business cases are robust and comply with local and national business case requirements /best practice principles
- Ensuring that risk management and change control procedures are implemented in alignment with agreed governance processes and are actively used to assess the effect of any change to the project in terms of cost, timescales and resources. Escalate wherethe budget is compromised

**Staff**
- Overseeing project and work-stream teams to ensure the right membership to deliver breadth of project requirements, setting out terms of reference for each workstream
- Allocating tasks and monitoring delivery against agreed plans
- Managing the links and dependencies within and between work-streams, ensuring that risks and dependencies are managed to a successful outcome
- Managing key stakeholders within work-stream to produce outputs to time, budget and quality standards
- Provide training to project and work-stream team on key aspects of project management and business case development as required
- Provide leadership and support to all members of the project team as well as undertaking direct line management where appropriate.

**Policy, Planning & Project Management**
- Responsibility for short-, medium
- and long-term project planning for each work-stream from initiation through to project closure
- Ensuring that work-stream project plans and risk, quality and issue logs are developed and maintained in a robust and proactive manner
- Managing project interdependencies to ensure key milestones are met, and issues escalated to the Programme Director/ CDC Steering Group when non-delivery of interdependencies risks delivery of the project:

- Ensuring appropriate project documentation is delivered and approved: including the Project Initiation Documents, risk register, issue logs, highlight reports, and business cases throughout the project lifecycle
- Complete highlight reports and other relevant templates, providing accurate and robust information to inform the overall project/business case and reconfiguration programme
- Take responsibility for the production of business cases including, where appropriate, the strategic outline case, outline business case and full business case

**Essential Qualifications**
- Degree, professional registration or equivalent specialist experience
- Formal Agile Project Management qualification or significant demonstrable experience
- Evidence of continuing professional development

**Knowledge, Behaviours and Experience**
- Significant experience of leading change within a range of specialisms within the NHS
- Experience of working in a complex, preferably, acute care environment.
- Prioritisation: able to manage work of self and others to accommodate competing priorities and meet demands
- Experience of using NHS information, benchmarking data and hospital information systems
- Experience of working closely with a wide range of stakeholders and managing budgetary resources
- Leading the implementation of multi professional/ change
