Procurement Officer

The Procurement Officer will report directly to the Procurement Manager (or equivalent), collaborating to define roadmaps and tender programmes, to deliver commercial objectives, supply chain efficiencies and contract management. The Procurement Officerwill run new tender events, support procurement compliance processes and execute contracts. The Procurement Officer will also be required to identify and manage the risks and opportunities within their remit.

The role is required to be flexible, supporting other areas as demand and workload requires.
Key success criteria (Expected Outcomes)
- Support and deliver procurements across various categories
- Identify procurement cost saving opportunities and support the delivery of savings targets
- Collaborate with stakeholders at all business levels
- Execute supplier contracts
- Comply with the Procurement Policy and governance
- Own, deliver and report against individual targets
- Support the Procurement Team in new process development
Key results area (How those Expected Outcomes will be achieved)
- Leading and co-ordinating tender processes under the guidance of the Procurement Manager
- Running and managing framework contract agreements and mini competitions
- Developing and agreeing tender programmes with stakeholders for future activities and goals
- Gathering business needs from stakeholders
- Conducting supplier negotiations
- Carrying out regular performance evaluations, monitoring suppliers and agreeing corrective action where required
- Managing supplier disputes and issue resolution
- Assessing contract terms and conditions; reviewing proposed amendments; and negotiating change
- Drafting and agreeing contract change and variations
- Updating the project / procurement pipeline trackers and contracts database
- Reviewing non-contracted spend and identifying market opportunities
- Running tactical procurements to drive commercial tension
- Working with internal stakeholders to ensure goods and services are appropriately specified and KPIs are developed for key contracts
- Identifying cross functional synergies and savings / efficiency opportunities
- Advising and assisting internal stakeholders on procurement procedures and processes in compliance with the Procurement Policy
- Undertaking market research to identify new opportunities and suppliers
- Liaising with Finance to ascertain project budgets and authorisations for new contracts
- Supporting the interface between GTR and Go-Ahead Group procurement to ensure procurement projects have effective accountability and defined responsibilities to deliver business objectives
Knowledge
- Member of the Chartered Institute of Purchasing and Supply (MCIPS) or working towards qualification
- Working knowledge of:
- the legal and regulatory environment of procurement including UCR16
- the utilisation of bespoke Terms and Conditions and Industry Standard Models
- drafting and negotiating contract change and variations
- integrating sustainability within procurement
- e-sourcing systems and P2P
**Skills**:
- Commercially focused and innovative in approach
- Ability to work flexibly, managing competing agendas and priorities across different functional departments
- Competent in influencing and working with diverse stakeholders to build strong, collaborative relationships within the organisation and externally
- Attention to detail and intellectual curiosity
- High level of IT proficiency (including use of Microsoft Excel, Word and Powerpoint)
Experience
- Demonstrable experience in a procurement function (3 years desirable)
- Experience of leading and co-ordinating tender processes
- Experience of defining and drafting tender strategies, tender assessments and recommendations
- Demonstrable experience in identifying opportunities, tracking supply chain performance and delivering savings
- Can evidence quantifiable results in contract negotiations
- Experience of procurement in a regulated industry advantageous but not essential
