Department Description
No other law firm or Government affairs consultancy brings together legal, sectoral and policy capability as successfully as Hogan Lovells. The Public Law & Policy team combines public lawyers and policy experts, and works closely with the firm’s sectoral specialists, to design and advocate for the legislative, regulatory and policy outcomes that allow our clients to innovate and grow.
By integrating lawyers and former government officials in one team, our advice is filtered through a combined legal and policy lens from the outset. This means that, when engaging with government, we target the strongest arguments supporting our client’s point-of-view to the right decision-makers at the right time. Our broad experience means that we can develop and deliver powerful advocacy, whatever the forum.
- Complex, commercial judicial review and other forms of public law litigation, including regulatory and human rights challenges.
- Public sector powers and duties, governance and accountability.
- Constitutional law, and parliamentary processes and scrutiny, including appearances before Parliamentary committees.
- Policy engagement and political risk intelligence.
- Freedom of Information and Environmental Information Regulations.
- Interpreting and shaping heavily regulated sectors such as energy, financial services, gambling, life sciences, and technology, often for disruptive businesses.

Key Responsibilities & Accountabilities
Working closely with our combined legal, sector and Government Affairs experts:
- Develop integrated legal and policy arguments and proposed solutions for complex regulatory and policy issues
- Produce stakeholder maps and advocacy strategies
- Draft powerful advocacy materials, including consultation responses and submissions to Government, drawing on a deep understanding of the machinery of Parliament of Government.
- Support clients with preparation for select committee inquiries and hearings.
Nurture a network of relationships within Whitehall, Westminster and policy stakeholders, and use that network to support:
- Providing insightful intelligence on policy and political priorities within central government;
- Delivery of impactful advocacy to senior stakeholders, particularly to senior officials.
Conduct desktop research on policy positions, parliamentary processes and government decision-making
- Specific duties or responsibilities may be reviewed from time to time to reflect changes in personnel and management structure, staff location or services._

Qualifications & Training
Essential:
- Experienced Government Policy/Government Affairs professional
Desirable:
- Experience of developing business and client relationships
- Experience working on heavily regulated policy sectors, particularly in innovative areas;
- Experience working closely with legal teams.

- Exceptional interpersonal and communication skills with the ability to build positive relationships
