Technical Services is a multi-disciplinary team providing in-house consultancy to DIO and the wider MOD. The specialist skills available through the Technical Services team span Construction, Engineering, Safety Systems, Environmental Management, Sustainable Development, Access and Recreation, Historic Environment and Natural Environment. The Teams provide impartial and objective Intelligent Customer Capability to DIO, MOD and wider government, supporting UK Defence outputs world-wide.

This position is advertised at 37 hours per week.

**Job description**:
**About the Health & Safety Team**

The H&S team has 21 specialists in two branches, one being the policy and assurance branch under the Chief Environmental and Safety Officer (CESO) and the second being the Regional Health and Safety Support Team (RHSST) which directly supports and assures the infrastructure delivery programmes in DIO.

**Summary of the Role**

As Head of DIO Health and Safety, you will have the opportunity to fundamentally change how DIO manages and assures the H&S aspects of the business, with a direction of travel already established and senior commitments made. DIO is moving from a culture of centrally driven H&S practice to a business-led approach in which your H&S expertise and change leadership experience could make a huge difference. This is a highly visible role in which delivery of H&S objectives by influence, persuasion and leadership is key to success.

You will be appointed the DIO Technical Authority for H&S and will lead on a number of major initiatives to improve DIO’s H&S performance and practice. These include development of the DIO Safety Management System (SMS), leading a programme to deliver significant improvements in safety maturity as measured by JSP 815 (safety management) and leading the development and delivery of an annual Serious About Safety (SAS) Conference.

You will be a part of the Technical Services Board, working with 5 peers and the Head of Technical Services to lead the 160-person organisation, deliver an exciting and broad portfolio and provide clear and visible leadership.

The Head of DIO Health and Safety role is broadly divided into the following areas of work:

- Leadership and management of the DIO Health and Safety Teams: 30%
- Develop, maintain and share corporate Health and Safety policy: 10%
- Delivery, assurance and performance reporting: 20%
- Stakeholder management and communications: 20%
- Technical Authority for Health and Safety Management: 20%

**Person specification**:
**Desirable Experience & Skills**:

- Experience leading successful H&S change programmes in a complex organisation.
- Experience influencing seniors and peers to invest and work collaboratively.

**Qualifications**:

- Degree-level academic qualification in a relevant technical discipline.
- NEBOSH National Diploma or equivalent H&S qualification.

**Memberships**:

- Member of a relevant Professional Institution/Institute.
