The Council’s Planning Services play a fundamental role in managing the natural and built environment, ensuring that the future development needs of the area can be accommodated to make it a better place in which to live and work.

The Delivery and Infrastructure team is focussed on unlocking and delivering strategic and local plan development sites across North Yorkshire, developing relationships with funding partners and infrastructure providers, and ensuring that monies are levered in from new development to support our place shaping ambitions.

**Role summary**

The council’s Planning Service plays a fundamental role in managing the natural and built environment ensuring that any future development needs of North Yorkshire can be accommodated to make it a better place in which to live and work.

The Intelligence and Monitoring Officer will lead on the collection and publication of intelligence, detailed data, and statistical information to underpin the production of the Council’s Local Plan and monitoring information for the planning service.

You will develop and manage information monitoring systems; and will need to have strong experience of GIS. You will undertake land use surveys, including collation of information, digital analysis, interpretation, presentation, and report production.

**Duties and responsibilities**
- Responsibility for the creation, maintenance, and management of GIS data for land use planning and produce GIS mapping information outputs as required.
- To develop and manage information monitoring systems and reporting features that support the preparation of the Local Plan and Monitoring Reports.
- Mange the development, maintenance and publication of the Strategic Housing and Employment Land Availability Assessment database and Brownfield Land register.
- Undertake land use surveys, including collation of information, digital analysis, interpretation, presentation and report production.
- Gather market intelligence on demand, development costs and values.
- Compile and analyse other sources of data, where necessary developing and maintaining statistical models.
- Prepare reports on the results of data survey and analysis, including the Authority Monitoring report, housing land supply position, and other elements of background evidence to support Policy development.
- Complete national and regional statistical returns.
- Monitor housing and employment delivery/land availability, including maintaining records of relevant planning approvals, progress on sites identified as not started or under construction, updates of total completions and outstanding permissions, updates on mix of dwellings (including affordable housing) and mix of employment land.
- Liaise with developers, agents, and landowners to understand development intentions and timelines.
- Attend and actively participate in cross-boundary monitoring work.
- Take responsibility for own work, performance, development, and behaviours; using own initiative to ensure that expectations are met for the benefit of the Council, our customers and our colleagues.

**Experience / Qualifications**:

- Extensive experience of research techniques, data gathering, analysis and reporting
- Demonstrable ability to understand, analyse and interpret population and development statistics and forecasts.
- Knowledge and sound understanding of the local plan making, associated legislative requirements and policy guidance.
- Experience of writing and presenting clear, concise, and accurate reports on complex matters, supported by plans, data analysis and other illustrative material.
