**Job summary**:
The Department for Levelling Up, Housing and Communities (DLUHC) is leading the Government response to the Grenfell Tower fire. DLUHC has been taking immediate action to ensure the safety of residents in existing high-rise blocks of flats, prioritising the identification and remediation of unsafe cladding. An unprecedented £5.1 billion investment in building safety has been announced through which the Government is funding the cost of replacing unsafe cladding for leaseholders in residential buildings 18 metres and over in England. This is making homes safer and free those who, through no fault of their own, have been unable to move from their homes.

**Job description**:
Enforcement policy

Freeholders of buildings dictate the pace of remediation, but too often fail to take the action required at sufficient pace. The Government has made clear that, where remediation is not progressing, building owners will be held to account. We are continuing to work closely with regulators to ensure that building owners are being held to account for their actions, and that, where appropriate, enforcement action is being taken. Enforcement activity is a key lever to accelerate the pace of remediation of unsafe cladding.

The role holder will:

- Develop and own the escalation policy for those buildings in the Building Safety Fund that are progressing more slowly than our tolerance thresholds.
- Support our fund delivery partners (the Greater London Authority and Homes England) to deliver their initial escalation approach for these buildings and those responsible for them.
- In addition, deliver a range of further escalation tools, including working with Senior Civil Servants and Ministers on correspondence and intervention meetings with difficult actors.
- As well as working with those that hold regulatory powers (local authorities, fire services and the Building Safety Regulator) to support their robust steps on problematic buildings.

Fund policy

Many of the UK’s biggest homebuilders have now signed the Developer Remediation Contract whereby they commit to fix all buildings 11 metres+ that they have played a role in developing in the last 30 years. As part of the contract they have signed, the developers are required to reimburse taxpayers for funding already spent on remediating their buildings that was previously awarded to applicants through the Government’s Building Safety Fund (BSF). The Operational Policy Team, within the BSF, are responsible for ensuring the return of public monies to the fund through the development and operationalisation of the reimbursement scheme.

The role holder will:

- Work closely with developers, BSF and other stakeholders to agree and implement policy resulting in the successful reimbursement of monies owed to the BSF by developers, as agreed by the Developer Remediation Contract, under the Responsible Actors Scheme.
- Provide relevant documentation to developers to facilitate their reimbursement payments as per the Developer Remediation Contract
- Support the development and maintenance of an MI system that ensures that those buildings requiring fund reimbursements from developers are effectively tracked and reported against.
- Input into briefings and draft responses to queries via correspondence for Ministers and Senior Civil Servants on the progress of buildings through the BSF that developers have agreed to reimburse
- Raise awareness of any issues encountered relating to the reimbursement of monies by developers and contribute towards dispute resolution.
