**Role Overview**
The Head of Programmes for Adults has overall responsibility for all aspects involved in the delivery of IMO adults operational programmes. The following information is not exhaustive but provided to give an overall view of the areas of responsibility, it includes oversight of quality, project budgets, funder reports, recording and processing of client data, delivery of KPI, performance management of staff (Team Managers / Leaders), building and developing relationships with key stakeholders.
IMO Charity is 18 years old and has a strong vision to be at the heart of the community, collaborating to create a more cohesive and prosperous Pennine Lancashire. Our mission is to inspire all, to have fun, meet different people, try new things and challenge themselves to be the best they can be.
This role will form part of the senior leadership team and be a key adviser to the CEO and board in all matters relating to all adult operational programmes.
We serve a diverse community across Pennine Lancashire and need a Head of Adult Programmes to lead all aspects of our operational services for all IMO’s adult participants including Safeguarding, Health and Safety, Marketing & Comms and Partnerships. This all-encompassing role will connect all services to enhance quality and continually improve experiences to the residents of Pennine Lancashire.
We are looking to recruit a dynamic leader who has strong values and experience managing services within a third sector setting. The Head of Programmes Adults will lead several teams of full time and part time staff and volunteers who provide an incredible service to the residents of Pennine Lancashire.
**Key Responsibilities**
**Planning,** **Development and** **Communication**
1. Accountable and responsible for strategic planning, development and performance of frontline delivery services (including ensuring client views are included in design).
2. Consult and engage with stakeholders, partners and service users to ensure that services are appropriate and responsive to the needs of disadvantaged and vulnerable people within local communities and neighbourhoods.
3. Attend internal and external meetings as required including meetings of the trustee board and subcommittees.
4. Promote the work of IMO Charity through agreed marketing activities.
**Service Delivery, Contract** **Performance Management and** **Quality Assurance**
5. Be accountable and responsible for the effective management, service delivery and performance of agreed frontline delivery services by:
- Ensuring that each service meets its KPI/targets and quality standards.
- Working with Business & Governance Manager/Team Leads to monitor service quality and performance.
- Regularly monitoring service standards, outcomes and impacts.
- Support the Team Managers / Leads with resourcing planning/recruitment.
- Ensuring services are compliant with the required quality standards of the commissioning body and funders.
6. Provide the Chief Executive with:
- Performance management and KPI reports on all contracts and projects.
- Information on the strategic issues facing IMO Charity’s frontline delivery provision.
- Client feedback reports.
- External and internal audit findings.
7. Work closely with the Business Development & Governance Manager to implement all recommendations to address any issues of underperformance/non-contract compliance.
8. Ensure that any complaints about the Service are immediately forwarded to the CEO and where appropriate provide support in resolving such complaints in line with IMO Charity’s procedures.
**Staff Management**
9. Ensure that each employee within the domain has:
- Written work plans underpinned by measurable performance targets.
- Regular performance review meetings and 1:1 conversations.
- Opportunities for personal development and attending appropriate training.
10. Where necessary manage underperformance through:
- Training, coaching or mentoring.
- Grievance, disciplinary and absence procedures.
11. Ensure that Team Managers / Leads effectively manage and develop employees and volunteers for whom they are responsible using the process and procedures detailed above.
12. Encourage good teamwork and lines of communication between all employees.
**Organisational Leadership**
13. Provide effective input into the IMO’s executive leadership team and contribute to wider strategic planning.
14. Inform the Chief Executive Officer, and ultimately the trustee board, of all adult programme issues and accomplishments.
15. Partner with the Finance team to prepare an annual operational budget and manage effectively within this budget, reporting accurately on progress made and challenges encountered.
16. Represent IMO Charity to external stakeholders, businesses, other charities and local and national government.
