**Job summary**:
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. **Job description**:
**Primary Purpose**

DELO is responsible for assuring HSA that all activities relating to or affecting Explosive Licensing that are carried out within NBC(D)’s area of responsibility is conducted to the appropriate standards and in accordance with current regulations and best practice.

To maintain Explosives Licenses and assure Naval Base Commander Devonport that any facility or site used for storage, handling or processing explosives are licensed and that all such licenses are within date.

To ensure compliance with the requirements of DSA03 OME Part 2 MoD Explosives Regulations across the NB and Babcock shared site including Plymouth Sound and the Hamoaze defined as within the Dockyard Port of Plymouth.

To maintain accurate “MoD Safeguarding Maps” which reflect the zones we need to protect to prevent building encroachment within areas of explosive activity for which NBC(D) is responsible.

To conduct safeguarding routines via helicopter & vehicle reconnaissance.

To provide competent timely technical support and advice to DESAG customers on all matters concerning explosives safety and licensing policy relating to the Naval Base.

To support group secondary functions as directed by and in accordance with Standing Orders & SOPs.

To provide logistic support during SSN ammunitioning evolutions.

To attend DOSR/IE (Navy) Explosives Licensing meetings as directed.

To prepare and assist during IE Navy 2LOD bi-annual Assurance Audits.

Attend, as directed, Group / Section meetings, Explosives Safety Interface meetings and HAZOPS / HAZIDS in support of OME business improvement initiatives.

Provide support, as directed, to NB nuclear accident exercises and LRQA / ISO / revalidation meetings and interviews.

Attend monthly PAU DESAG/Babcock meetings.

Assist DERA(WIH) with the joint WIH procedure for new developments by;
- Record and file all new development requests.
- Obtain and review all supporting documentation.
- Investigate any explosives licensing impacts.
- Collate and prepare specific development documentation in support of DERA(WIH) Assessments.

When suitably experienced participate in a roster, during silent hours, to attend explosives accidents/incidents.

**Secondary Purpose**

Attend WOME / suspected WOME finds and act in accordance with DESAG Desk Instruction - OME Arisings - Receipt & Provision of Advice.

Assist the Group with Emergency Planning and Exercise preparation.

Assist Group Range activities.

Attend meetings as required.

**Responsibilities**

The postholder must adhere to the NBC(D) Diversity and Inclusion Policy.

Creation & Renewal of Explosives Licences.

On-call for Explosives Incidents & Accidents.
