We are looking for a Head of Strategic Workforce Planning to lead the workforce transformation and planning agenda for the Health Board. This is an exciting new role that is critical to the delivery of our People and Culture Plan and the wider Health and Social Care Workforce Strategy.
Working closely with the Executive Director of People & Culture and the senior leadership team you will lead on the development of strategic workforce plans that are aligned to the Integrated Medium-Term Planning Cycle (IMTP) and our Strategic Programmes. You will be responsible for leading on the development of strategic workforce planning approaches, providing guidance and advise on both local and regional workforce issues, analysing workforce trends and developing plans as appropriate. You will engage with leaders across the Health Board and support them to identify future workforce models, focusing on patients’ needs, workforce supply, shape, education and commissioning.
This is a senior leadership role and would suit an individual who has a strong background in strategic workforce planning, business intelligence and transformation. You will need to hold the postgraduate qualification in Strategic Workforce Planning, have significant experience in Workforce and OD ideally gained within a large NHS organisation and a proven track record of success.

The post holder will lead the strategic workforce transformation and planning agenda for the Health Board, working closely with social care colleagues and wider stakeholders from across the Health Board’s geographical footprint, supporting them to workforce plan effectively and bring to life the ambitions within the UHB’s People and Culture Plan which is aligned to the Health and Social care Workforce Strategy for Wales, enabling transformation at a local and regional level.
Working closely with the Executive Director of People & Culture and the Senior Leadership Team, the post holder will lead on the development of workforce plans within the Integrated Medium-Term Planning Cycle for Welsh Government, offering scrutiny and support to service change and alignment of the education and commissioning agenda to effectively plan for future workforce requirements. Leading the strategic workforce planning function in terms of strategy, policy, team leadership and promotion of best practice resources.
The postholder will build the workforce planning capabilities within the team and wider organisation.

- The post holder is the authoritative expert in strategic workforce planning, he/she will provide highly specialist strategic workforce planning advice and knowledge.
- Lead the development of strategic workforce planning approaches, guidance and advising on the local and regional workforce issues, analysing workforce trends and developing local and regional strategic workforce plans.
- Lead on Health Board specific policies for strategic workforce planning: demonstrating the principles and practices necessary for effective strategic workforce planning and the delivery of a strategic workforce plan for the Health Board
- Lead the workforce planning programme for the delivery of the annual Education Commissioning and Training Plan. Analyse the Health Board IMTP and workforce information from multiple sources to inform the Workforce Plan and focus of the Education Commissioning
