On behalf of the Cabinet Office, we are looking for a Pay, Grading and Benefits Specialist (Inside IR35)** **for a 3-4 month contract based remotely, The main offices are in London and Newcastle. There may be the occasional need to travel to one of the locations but this would not be a regular requirement.
The Infected Blood Compensation Authority (IBCA) was established on 24 May 2024 as part of the Victims and Prisoners Act 2024. IBCA will be responsible for compensating those infected and affected by receiving infected blood/blood products which was one of the recommendations of the Infected Blood Inquiry.
IBCA is a non-Crown NDPB, sponsored by Cabinet Office, and the Delivery Programme Team are currently working at pace to establish IBCA as a public body and as an employer, while meeting the Government's commitment to making the first payments by the end of the year. In the HR space, we are currently working on establishing the Employee Offer, Attraction Strategy, Pay and Reward frameworks, as well as all the HR Policies and enabling services a new organisation needs. There is a lot to do with a very small team to do it
As a Pay, Grading and Reward Specialist, your main responsibilities will be:
- Pay and grading structure/framework. Explore the different options that would best support the organisation, outlining pros and cons of each along with the rationale. To be able to do this they would need an understanding of the business structure, i.e number of people; job roles; level of job roles (eg equivalent Civil Service grade); paybill
- Positioning of the organisation against the market. Where does the organisation want to be to be able to be competitive for roles and attract the right skills? This would involve benchmarking but the type of benchmarking would depend on whether IBCA is looking at the civil service as a direct comparator or the relevant external market.
- Pay modelling. Based on initial set up (or on several proposed options) and as the organisation grows.
- Benefits/reward offer. What is currently available and are there options that could be introduced that would enhance IBCA's overall offer?
- Consideration of allowances. Whether we should consider allowances for specialist or hard to fill roles using existing frameworks or developing new proposals.
- Governance. Securing the agreement of IBCA's Board and the necessary sign-offs with CO, GPG and HMT as well.
**Essential**:
- Able to drive forward the work, develop credible proposals and influence stakeholders in order to get the required backing and sign off for proposals.
- Able to identify a range of options which meet our organisational needs and make an evidence based recommendation on the most appropriate model.
- Experience defining pay and grading and employee benefits for a new organisation.
- Experience of pay, grading and benefits in the Civil Service would be an advantage.
