The Finance Business Partner will support the Senior Finance Business Partner, and Head of Financial Management and Business Partnering in ensuring proactive financial management and financial control across Welsh Ambulance Service NHS Trust, ensuring robust financial decisions and advising budget holders to promote the effective utilisation of financial resources to achieve value for money whilst meeting the aims and objectives of the Trust.

An exciting opportunity has arisen for a Finance Business Partner to be part of a team supporting finance advice and support to the Trust’s operational and corporate services. The Trust employs over, 4200 staff and has a budget of circa £300m.
The Finance Business Partner will work collaboratively and support the Senior Finance Business Partner and Head of Financial Management to ensure proactive financial management and financial control across Welsh Ambulance Service NHS Trust, ensuring robust financial decisions and advising budget holders to promote the effective utilisation of financial resources to achieve value for money whilst meeting the aims and objectives of the Trust.
The post holder will provide specialist advice and in depth financial and business support within their portfolio area to support the delivery of identified service and financial targets, being responsible for the accuracy of differing strands of information and effectiveness of financial information. The Finance Business Partner will provide guidance on highly complex and often sensitive financial and business issues, including advising when there are delays in payments or budget discrepancies to Directors, Managers and Management Teams, liaising with NWSSP Accounts as required.
Utilises financial and other service models to support analysis, evaluation, interpretation and comparison of both financial and non-financial options in the decision making processes within the portfolio area, promoting modern practices and best practice models. Analyses complex performance activity information for portfolio area using professional judgement to interpret and influence financial positions, and to identify and report on financial risks and opportunities by highlighting underlying causes and trends.
Ability to prioritise, plan, organise and supervise projects to ensure the achievement of organisational goals. Ability to identify and take appropriate action to ensure projects and schemes are completed within resource and to timescale.
The post holder is responsible for the production of an accurate monthly financial position, ensuring appropriate financial procedures are in place and that there is compliance with SFIs and Standing Orders.
Responsible for financial monitoring of identified specific budget areas, which are made up of several components, ensuring a robust system is in place and operating effectively to report analysed spend both on a recurrent and non-recurrent basis. The post holder will be responsible for the operational budgetary financial management and costing processes for specific areas. Overall responsibility for supporting their portfolio area delegated budgetary control processes through the development of key working relationships with delegated budget holders. To ensure the highest standards of financial control and probity within all of the portfolio area activities. Actively contributes to WAST savings target by supporting the delivery of agreed savings targets and by promoting best value and efficiency proposals across the organisation. Assist the Senior Finance Business Partner in the preparation of Directorate Resource Plan, incorporating the setting of budgets, the identification of cost pressures and proposals to tackle such cost pressures, and the production of financial information to support requests for additional resources.
