North West, United Kingdom District Enforcement Ltd Full time

Environmental Crime in the Community is something that we must all work together on to reduce. The Environmental Enforcement Team is a dedicated resource utilised by the Council to undertake a range of different activities within the local community to address this problem.

We are looking for an outstanding Team Leader to oversee and lead our Environmental Crime Team working in partnership with Blackburn and Darwin Council, Pendle Council and Rossendale Council

Officers are given designated powers and will conduct foot patrol across the Borough. In the case of witnessing an offence, such as littering or dog fouling, you will be required to issue a Fixed Penalty Notice to the offender, whilst offering advice and providing information which will hopefully result in long-term behavioural changes amongst individuals.

**About you**

Ideally, we are looking for a person who is highly self-motivated and holds the right skill sets and behaviours, to support and coach the Team to deliver an outstanding service within the community.
- Do you consistently act with conscience and integrity?
- Are you willing to build and work with a team to achieve excellence whilst acting as ambassadors to the local authorities?
- Are you able to inspire and motivate individuals and Teams to achieve goals?
- Would you describe yourself as a leader who can recognise and unlock the potential in others? Can you work collaboratively and recognise and value the contributions of others?
- Do you have great organisational skills and the ability to organise people and equipment to ensure that the service is delivered efficiently by using an intelligent approach to deploying your team?
- Are you able to use your initiative to recognise and take ownership of problems, provide solutions and act on them?
- Do you recognise the importance of great communication, and do you can build strong relationships with colleagues and stakeholders?

As an Environmental Enforcement Team Leader, you will be expected to lead a highly trained team of Environmental Crime Officers in their daily operations. We use intelligence to deploy resources to hotspot areas whilst covering general high footfall deployment.

The primary focus of this role is about engaging and educating both the local community and businesses. Behaviour change is delivered via engagement, education, and enforcement. Where offences are witnessed, whether they be littering, dog fouling or other anti-social behaviour offences, our officers need to determine whether the offences are suitable for disposal via the issue of a Fixed Penalty Notice.
- have experience in a customer service role, and experience of dealing with difficult situations and customers.
- be able to respond and deliver a service within a diverse community.
- be able to deal with offenders, often in demanding and/or sometimes hostile circumstances in a calm and assertive manner and communicate effectively to ensure that the offender understands the situation.
- have excellent communication skills, both written and spoken, with the ability to explain and respond to complaints in writing.
- have an understanding about client/contractor relationships and be able to communicate openly with Lead officers about the service.
- be confident in your abilities to line manage a team, be approachable and assertive with decision making.
- understand key performance indicator frameworks and experience of team performance around KPI's.
- have proficient IT skills, to be able to produce information in a range of formats.
