Analysis Programme Lead

The Department of International Trade plays a critical role in the UK Government’s response to the Covid-19 pandemic. We are looking for a talented and motivated person to work on a high-profile programme to ensure we can deliver an ambitious agenda.
The Global Supply Chains Directorate leads on ensuring resilience in critical supply chains - assessing vulnerabilities and actions to be taken to secure resilience. It oversees Government’s forward-looking view of risk relating to global supply chain vulnerabilities, working across Whitehall and industry to inform fast-paced and strategic decision making at the highest levels in government.
The Global Supply Chains Intelligence (GSCI) Pilot is developing a prototype that brings together government and commercial datasets using novel analytical and data science techniques to derive insights. The prototype will provide detailed visibility on supply chain country and company dependencies, where the UK sits in global value chains, and relationships between inputs, intermediaries and final products. The primary objective of the pilot is to prove that government and commercial datasets can be brought together to derive insights which are useful to Government.
You will provide the strategic analytical leadership to the programme team, setting the direction for where analysis can add maximum value to the pilot and working with the Programme Director, Digital, Data and Technology (DDaT) and programme team staff to identify and prioritise opportunities in each phase of the programme. You will lead a small team of analysts and other specialists to identify datasets and derive supply chains insights from them for Government and business stakeholders.

- Proactively communicate the aims and benefits of the programme to a cross-Government audience
- Set clear requirements for technical experts including data engineers and data architects and provide robust matrix leadership to ensure progress
- Manage key commercial relationships with suppliers of data and tools
- Oversee delivery and governance of the programme
- Identify and remove barriers to progress
- Conduct ongoing data exploration to identify available data sets and data science resources, as well as access requirements, restrictions, and limitations on usage
- Undertake market engagement with external data providers in order to understand the datasets and data science approaches available in the private sector
- Work with other Government organisations that have signed up to the pilot to understand user requirements and to develop use cases
- Identify and implement data science tools and techniques which enable the combination of datasets to produce insights for key users
- Deliver and refine the pilot prototype
**Hybrid working**
Please be aware that this role can only be worked from within the UK and not overseas.
Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.

**Essential Criteria**
- Must either be a member of Government Operational Research Service (GORS) or Government Statistican Group (GSG), if not a member you must be willing to sit and successfully pass the GSS test

- Have worked in a statistical/data science field and are able to demonstrate continuous professional development (via a CPD Log Book) in statistics or data science at the same level as a foundation degree/HND (Level 5)
- Have achieved or on track to achieve a level 4 apprenticeship including at least 2 years in a statistical or data analysis field in government and are able to demonstrate continuous professional development in statistics or data analysis (via a CPD log book signed off by a manager or mentor who are members of the statistical profession)

- Be self-motivated and agile in their approach to new ways of working
