Corporate Governance Division is a busy and dynamic division working at the centre of the FCA, led by the Company Secretary. Our objective is to provide highly professional support to senior decision-makers and opinion-formers. The division's key responsibilities include providing support and advice to the FCA Board and the Independent Panels; and supporting the Regulatory Decisions Committee (RDC).

We’re recruiting for an Associate to assist with the set up and support the running of a new Cost-Benefit Analysis (CBA) Panel. This new panel is a key part of the FCA’s new policy accountability arrangements, being set up as part of the forthcoming Financial Services and Markets Bill, to provide advice in relation to cost benefit analyses.

This role would suit someone who wants to develop and broaden their knowledge and skills at the FCA and who has an interest in how the FCA develops policy and the considerations and trade-offs it has to make.

The FCA currently has several Independent Panels which we consult on a confidential basis to help understand the impact of our proposals on different stakeholders. The CBA Panel, as a new Panel, will need to periodically review CBAs and to recommend improvements to our CBA methodology and published CBA framework.

The post-holder will work alongside other members of the wider Panels Secretariat teams to provide professional support to the CBA Panel, helping with the recruitment of the Panel members and supporting it once it is established.

They will need to develop relationships with key stakeholders, including senior business leaders and senior executives within the FCA.

What does the role involve? What are the key responsibilities?- Assisting in the set up and recruitment of members for the new CBA Panel;- Helping to onboard new Panel members into their roles and the FCA so they can perform effectively from day 1;- Supporting the CBA Panel as it analyses and evaluates the quality of evidence and analysis that has been used to produce CBAs by the FCA;- Helping to plan and schedule meetings, arrange rooms, and all other logístical planning for CBA Panel meetings;- Maintaining forward agendas for the CBA Panel, preparing meeting agendas and updating action logs;- Liaising with stakeholders to ensure high quality papers are provided to deadline;- Compiling, collating and distributing papers to Panel members; and- Assisting with follow up after meetings, including circulating action points and minutes and contacting stakeholders where necessary.

Which minimum, essential & desirable skills are required?

Minimum-
- Good understanding of the FCA, including its role and objectives;- Knowledge of the financial services sector;- Evidence of strong stakeholder management skills; and- Proven written and oral communication skills.

Essential- Previous experience working in a role that required use of judgement to make decisions autonomously, knowing when to escalate;- Strong communication skills, including communicating confidently and credibly, both orally and in writing;- Ability to work flexibly and collaboratively as part of a team;- Proven ability to work calmly under pressure to tight deadlines and to juggle competing priorities;- Excellent organisational skills, including the ability to plan carefully, prioritise effectively, track issues methodically and recognise when escalation is required;- Sound attention to detail, including thoroughness and accuracy in day-to-day work and taking pride in ensuring it is of the highest standard; and- Proven ability to follow agreed processes, identifying improvements and escalating appropriately to ensure a cycle of continuous improvement.

Desirable- A clear understanding of the impact of FCA rules on firms and consumers;- Familiarity and understanding of the policymaking process and the role of CBA;- Ability to challenge appropriately;- A thorough and methodical approach; and- Good working knowledge of the FCA’s governance processes or other organisational decision-making frameworks.
