Assistant Information Officer

THIS POST IS FIXED TERM / SECONDMENT FOR 9 MONTHS.
This role is critical in ensuring that data collected in the delivery of patient care is consistently defined, classified, and assured such that it can support safe, efficient and effective patient care together with being suitable for analysis for management information purposes. The role involves developing the reference data standards for implementation within all-Wales IT systems for the end-to-end collection and utilisation of data covering clinical, operational, administrative and managerial uses.
Provide advice on the development and maintenance of reference data and data standards to a range of stakeholders, including DHCW Programmes and NHS executives and senior managers. An example would be where a number of different clinical systems need to have a consistent and reliable means to identify hospital wards and departments to ensure communications about patients is appropriately transmitted to the correct location.
Contribute to internal project teams to ensure the reference data standards are adhered to when implementing national databases to be managed by Information services.
Maintain an excellent operational working relationship with NHS England Organisation Data Service (ODS) to support national UK data requirements. Good level of general education and/or will have equivalent experience working in an NHS information environment.
Facilitating IM&T skills transfer across DHCW promoting an understanding of the importance of reference data standards, with advise and training of staff both internal and external to DHCW when required
Contribute to the development of the operating procedures for each of the team’s functions to ensure they are fit for purpose.
Responsible for the updates and maintenance of the Welsh Reference Data Library, a national I.T system utilised for all NHS Wales I.T. systems.

Responsible for contributing to the development of all-Wales IM&T systems, through design and specification of the reference data standards, in order that the data collected through them is consistent and effectively supports safe patient care.
Compliance with the operating procedures for each of the team’s functions. Responsible for ensuring the I.T. system (for reference data) is being deployed in an efficient way to meet business objectives.
Work to achieve agreed objectives and be given autonomy to do this in own way working within broad IM&T and service led policies and principles. Act on own initiative with mínimal reference to supervisor.
Maintaining awareness of relevant developments (across UK) in data, classification terminologies and information standards in order to exercise judgement and evaluate their impact on Wales and to make recommendations on any changes needing to be applied.
Maintaining awareness of DHCW developments which have an impact on reference data information standards, exercise judgement on the impact, in order to provide advice on the impact of such data.
Co-ordinate responses to multiple projects and developments, requiring judgement on relative priorities including Welsh Government (WG) policy imperatives.
