**OVERVIEW**

Attend to all aspects of the customs procedures for all raw sugar imported to Thames Refinery.

Administration of the import licence operations for Thames Refinery, the associated EU regulatory functions and reports.

Maintain and operate data bases and files relating to raw sugar customs and licencing operations, quality, despatch / demurrage and stocks.

Co responsibility, as part of the Operations Team, for GSG raw sugar ITAS WIP accounts and shipping operations.

**DETAILED ROLES & RESPONSIBILITIES**

The core responsibilities of the job are
- ** Customs Import and Special Procedures**: Administration of all import and special procedures in compliance with the Company’s various Customs undertakings and obligation such that import operations can continue without interruption or cost to the Company.
- **Import Licence Administration**:attending to all aspects of the import licencing operations in accordance with the applicable EU Regulations such that there are no delays and no loss of security. Collate information, produce reports and submit to the Rural Payment Agency.
- ** Data Management**:Maintain the key data
- bases (Excel & Access) for licences, customs transactions, shipments, raw sugar quality, despatch income and demurrage costs with accuracy, efficiency and punctuality. Provide accurate and timely data and reports such that GSG trading operations can maintain a competitive advantage.
- ** Shipping**: As part of the GSG Operations team undertake shipping and ITAS functions as required, to ensure sugar deliveries are executed in a timely fashion without avoidable costs, including but not limited to, managing ITAS contract WIPs, checking shipping documents, verifying freight accounts and preparing laytime statements.

In more detail:
- Responsibility for the submission of Customs entries for bulk and direct consumption sugar purchased by Tate & Lyle Sugars for import into the UK. Plan, prepare and submit entries via CHIEF (electronic interface) at time of import to obtain duty free status in the EU. Ensure all correct documents are obtained and submitted as required for each sugar type in terms of import licences, certificates of preference, certificates of origin, bills of lading and invoices. Follow through with HMRC to ensure the entry is received and cleared. Update TLS internal systems and reports with the information, complete all post entry procedures and ensure correct attribution by HMRC in order that licence securities can be fully recovered.

Administration of Customs IP and CW procedures to ensure that the Company’s IM/EX and EX/IM operations proceed as planned without cost or delay. Closely monitor the quantities and periods required for import/ exports to ensure compliance with the IP authorisation. Planning and execution of customs entries and warrants for debonding sugar, in the case of prior import obligations, or balancing of duty free entitlements in the case of prior exports. Close liaison with HMRC to ensure any problems or difficulties are resolved. Responsibility for the updating of internal systems and reports and notification to relevant managers in export control and sales with full details. Create and process IPR Transfer Documents for physical movements of IPR sugar.

Administration of the complex and time sensitive INF 5 /9 and industrial sugar customs operations to ensure entitlements are fully recovered and no duties or tariffs fall due. Monitor the levels of bonded sugar to ensure sufficient stocks are planned. Liaise with Industrial Sales, Export Control and GSG traders to ensure requirements are fully understood. Manage the contract WIP in ITAS accordingly.

Close liaison with HMRC officers in relation to all import operations, negotiating solutions and overcoming operational difficulties at minimum disruption and cost to the Company.

Responsibility, together with the Raw Sugar Supply Manager, for assessment and planning of Import Licence requirements. Full responsibility for import licences submission to the Rural Payments Agency (RPA) and fulfilling subsequent obligations.

Preparing and submitting any statutory reports to the RPA and managing subsequent regular verification by RPA auditors of the process.
