**The Role**:
As the Head of Mechanical & Electrical Services, you too can make a powerful contribution. Our Property Maintenance Services are high profile and vital to keeping and enhancing the Council’s reputation. You will drive Westminster’s strategic ambitions to ensure that homes are safe, economic to run, all while seizing opportunities to deliver greater environmental sustainability.
Strategic leadership is integral to this role. You will lead on delivering service excellence in strategic and operational maintenance and capital replacement work. Crucially, you’ll collaborate to ensure that all activities align with the Council’s overall objectives and vision, while maintaining statutory compliance.
As the Head of Mechanical & Electrical Services, you will lead and develop a multidisciplinary technical team of around 30. We would like for this team to have a proactive, professional, high-performance culture, brought together by shared values, accountability, and a determination to strive for the best. You will share your technical expertise and continue to develop your own. Furthermore, you will take a hands-on approach to developing health and safety, so that the team feels empowered to deliver services and solutions within the appropriate safety frameworks. Leading by example, you will demonstrate the Council’s values, with a commitment to building a highly effective service for our residents.
Outside of your immediate team, you will be outstanding at fostering partnerships across the Housing portfolio. You will champion the benefits of proactive and effective communication with residents, engaging them in decisions that could impact their homes and quality of life, and encouraging your team to do the same.
Financial management is key. You’ll ensure your team’s spending is efficient, evidence-based, and delivers value for both tenants and leaseholders. This includes rigorous budget oversight and aligning expenditure with technical specifications for all works and improvements.
To the technical aspect of this role, you’ll bring in-depth knowledge and experience to maintain communal plant and systems effectively. Your expertise on district heating systems will drive the short and longer-term plans for the Council’s own network, the Pimlico District Heating Undertaking (PDHU). Plus, you’ll take responsibility for effective management of all M&E workstreams across a substantial property portfolio covering 21,000 properties of mixed tenure 55/45% split between tenant and leaseholders. Additionally, you’ll lead efforts to ensure safety on estates with ageing systems and be a key decision-maker in planning their replacement or refurbishment.

**About You**:
You have substantial experience and knowledge of procurement and supplier relationship management. This is complemented by your experience in managing the refurbishment, repair, and maintenance of all types of building services supporting social housing stock. You have successfully overseen building services to ensure full compliance with statutory and regulatory frameworks, and have managed large, complex contracts for the installation, repair, and maintenance of a comprehensive range of building services.
