**Job Description**:
Rolls-Royce has an excellent opportunity for an **Internal Assurance and Regulation Lead **to join the Internal Regulation Department in the Nuclear Submarines Business at our Raynesway site in Derby.

Experience in operating/designing/HS&E/maintaining/securing/maintaining standards in a highly regulated environment (preferably on a Nuclear Licenced site).

As Part of the Internal Regulation team you will play a key role by providing independent assurance, specialist advice and internal challenge across the Nuclear Licensed Sites. Supporting the facilities through their lifecycle with specific consideration of the nuclear facilities and their safety cases, maintenance, implementation, operation and compliance, together with the broader HSE legislative requirements and Rolls-Royce Company Standards and Policies.

You will be directly accountable to the Head of Internal Regulation and independent of the Licensees' operational organisation and will be part of a team responsible for independent oversight of site activities. On successful completion of facility, process and operational training the specialist will be appointed as an Internal Regulator and their key accountabilities will be to:
**Key Accountabilities**:

- Develop own understanding of the management of hazards and risks associated with the operations and activities on the nuclear licensed sites and the associated generation, maintenance, implementation and compliance with documented arrangements so the business operates safely and remains compliant with all relevant legislative and regulatory requirements. Once competent the role holder will look to provide an independent source advice and challenge supported by the IR team and the Head of IR.
- Develop own area of specialism: enabling the role holder to support the wider business in support of its decision-making processes, organisational learning and interpretation of legal requirements and regulatory compliance when competent to do so.
- Undertake planned assessment, surveillance and concurrence activities with support and supervision from the IR team.
- Report all findings, outcomes and conclusions in a timely manner, such that areas of safety, security and environmental concern, regulatory compliance or non-agreement are clearly identified and formally communicated to internal stakeholders.
- Support the investigation of significant incidents, accidents or events.
- Develop sufficient knowledge and awareness of operational and technical aspects on the Nuclear Licensed Sites and support the interface with key internal stakeholders.
- Contribute to the establishment and maintenance of a collaborative working relationship with key Regulators assigned to the RRSL Licensed sites, such that the contribution of the Internal Regulator is highly respected and valued by the Regulators, enabling the Regulators to utilise the findings of the IR team’s assessments.
- Develop and maintain sufficient knowledge and understanding of relevant UK legislation, company standards, industry good practice and regulatory guidance relevant to safety, environment and security on the Nuclear Licensed Sites.
- Deputise/represent the Head of Internal Regulation when requested at internal and external stakeholder meetings
- Demonstrate the ability to get things done in an ever-changing environment

**Qualifications, Experience and Personal Attributes**

**Requirement: -**:

- Degree or equivalent experience in a relevant discipline (e.g. Engineering, Scientific or Mathematics).
- Experience of working on a Nuclear Licensed Site
- Experience of working with nuclear facility safety cases.
- General awareness of relevant UK legislation, industry good practice and regulatory guidance relevant to safety, the environment and security.

**Desirable: -**:

- Experience of oversight and assurance assessment activities and
- Experience of delivering outcomes to the business, both verbally and written.
- Understanding of the nuclear regulatory requirements and expectations for a nuclear licensed site
- Understanding of Security standards and regulatory requirements for Nuclear Licensed sites
- Understanding of operating in compliance with Environmental Permits
- Experience of working in a manufacturing or power plant operating on a highly regulated site
