**Role**: Democratic Services Officer
**Location**: Nottingham, mainly office based, sometimes home working
**Salary**: £19.64 - £21.21
**Hours**: Monday - Friday, 8.30am - 5pm
**Key Responsibilities**
- To fulfil the role of Statutory Scrutiny Officer.
- To manage the co-ordination and delivery of a high quality scrutiny function, ensuring adherence to constitutional and statutory requirements.
- To work with elected Members and other stakeholders to identify issues for scrutiny and to manage and develop an appropriate programme of scrutiny work.
- To manage the provision and delivery of effective support services to the Council's scrutiny function including:
- Conducting, commissioning and co-ordinating research, within available resources
- Co-ordinating, collating, analysing and presenting information
- Scoping and conducting projects
- Preparing reports to committees
- Actioning Councillor Calls for Action
- Preparing Annual Reports on the work of Scrutiny committees
- To act as the main advisor to the Overview Committee and to lead and manage the Council's Call In procedures.
- To co-ordinate support and advice to all other scrutiny bodies for which the Council has responsibility, including Select Committees, Health Scrutiny Committees, Nottinghamshire Police and Crime Panel and the Local Pensions Board.
- To oversee and provide guidance and support for Democratic Services and departmental colleagues in relation to their scrutiny roles.
- To work with external organisations and the public regarding the provision of information to Overview Committee and Select committees and the Health Scrutiny Committee.
- In conjunction with the Team Manager, Democratic Services, to review practices and procedures to ensure an effective and efficient Scrutiny function, including assessing best practice elsewhere.
- To promote best practice in scrutiny and to support the training and development of elected Members.
- To assist in the delivery and management of Democratic Services (including the governance, civic and education appeal functions) and to proactively contribute to the management of Democratic Services and to the overall management of the Legal, Democraticand Information Management Group of Services as required.
- To be responsible, where assigned, for the line management of officers within Democratic Services.
- In conjunction with the Team Manager, review practices and procedures to ensure effective meetings and support services to Members in line with best practice and to secure continuous improvement of the service.
- To supervise, lead or assist on specific projects as and when required, including Elections, Member development, Independent Remuneration Panels and Constitutional reviews.
- To deputise and represent the Team Manager, Democratic Services as and when required.
