The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

The Infected Blood Compensation Authority (IBCA) has been established to deliver compensation to those infected and affected by the Infected Blood scandal. As part of this, IBCA has a duty of care to ensure that all staff, and anyone who comes into contact with IBCA are safe, supported, and treated with dignity and respect.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

Job description

The Safeguarding Manager will play a vital role in embedding safeguarding into the organisation's operations. The postholder will manage the day-to-day casework arising from internal safeguarding concerns, ensuring effective and trauma-informed case management. They will support the Safeguarding Lead in developing IBCA's safeguarding culture, working collaboratively with colleagues across the organisation and with key external partners where required.

This is an operational role that requires strong case management skills, sound safeguarding knowledge, and the ability to build trusted relationships across internal and external networks.

Responsibilities

  • Act as operational lead for internal safeguarding concerns, ensuring timely and proportionate responses, in line with IBCA safeguarding policies, statutory duties and best practice;
  • Manage a caseload of safeguarding concerns, including risk assessments, referrals, and liaise with statutory agencies where required to reduce harm;
  • Provide advice, guidance and support to staff on safeguarding practice, escalating complex or strategic matters to the Safeguarding Lead;
  • Develop and maintain effective partnerships with external agencies (e.g. local authority safeguarding teams, NHS services, police, voluntary and community sector);
  • Build strong working relationships with internal stakeholders, including HR, Wellbeing, Claims Managers, and Legal, ensuring safeguarding processes are integrated across business areas;
  • Maintain accurate and confidential safeguarding records and case files, in compliance with data protection legislation;
  • Support the Safeguarding Lead with the delivery of the strategic priorities for IBCA;
  • Develop and be the thematic lead for IBCA's Safeguarding Champion Network which will include internal recruitment, training and embedding an internal delivery plan to ensure the voice of IBCA staff is central to safeguarding;
  • Contribute to the ongoing review and development of safeguarding policies, guidance and procedures;
  • Analyse case trends and provide management information and reports to inform learning and continuous improvement;
  • Act as deputy to the Safeguarding Lead when required.
Person specification

Essential criteria

  • Experience of managing safeguarding cases in a professional capacity, including liaising with statutory and non-statutory agencies;
  • Experience in managing risk in complex, sensitive situations;
  • Demonstrable knowledge of safeguarding legislation, statutory frameworks and best practice in safeguarding adults (and children where relevant);
  • Ability to make sound, evidence-based safeguarding decisions;
  • Strong stakeholder engagement skills with the ability to build collaborative working relationships across organisational boundaries;
  • Excellent written and verbal communication skills, including the ability to produce clear case records and reports as well as decision making;
  • Ability to maintain confidentiality, demonstrate resilience, and work calmly under pressure;
  • Strong organisational skills with the ability to prioritise and manage a busy and varied caseload assessing risk continuously;
  • Commitment to embedding a trauma-informed, person-centred approach in all aspects of safeguarding work.

Additional information:

You will be expected to attend the office Monday to Friday, 9-5, during your first week for onboarding , after this, a minimum 80% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business will also count towards this level of attendance.
