About the Role
To lead all H&S requirements within a striving construction business. Understanding and implementing industry legislation within current business documents and policies. Actively demonstrate high level leadership and help develop a positive H&S culture through all areas of the business. Provide full support to onsite project delivery in H&S management. Lead H&S Committee Meetings and work closely with the Senior Leadership Team on strategic business goals and KPI's.
Legal Compliance
- Compile and manage all risk assessment master templates
- Compile and manage all COSHH assessment master templates, MSDS and TDS
- Ensure company meets all H&S obligations in line with PCE policies and legal needs
- Complete annual reviews of all H&S Documentation and ensure PCE documents are updated and in line with and industry changes
- Contribute to Strategic H&S Planning: Work with SLT and operational leads to ensure H&S strategy supports business goals and scaling plans.
Process Compliance
- Auditing of projects / processes
- Understand and manage occupational health and drug testing
- Stay updated with industry best practices (e.g., Build UK, HSE updates) and propose how these can be embedded into PCE's operations.
- Regularly review and enhance H&S processes in line with evolving regulations, best practices, and PCE's growth trajectory.
- Manage DSE policy and ensure all users are checked
- Conduct safety / near miss investigations
- Assist with accident investigations
- Management of all internal safety audits ensuring they are completed on time, correctly, and then that all tasks highlighted are followed up and closed out by project teams.
- Management of all PCE safety observations/near misses, ensuring these are being reviewed and closed out by projects and that any lessons learnt and trends are being communicated back to the business
- Reviewing of all RAMs documentation and ensuring that they meet PCE standard for compliance
- Work with IT and operational teams to develop scalable digital systems (e.g., online reporting tools, H&S dashboards, electronic RAMS, training logs) that align with growth.
WGLL - (What Good Looks Like)
- Assist and build all RAMs documents for on site activities using a structure agreed by PCE
- Manage all H&S and environmental aspects in relation to ISO standards and ensure that documents and processes are followed
- Create a PCE H&S structure for documents and processes which reflects our Company vision, ensuring that there is What Good Looks Like documents for each process
- Build a strong H&S culture on site and promote a don't walk by attitude to all
Communication & Collaboration
- Provide effective and clear communication of PCE Health and Safety information to all members of PCE.
- Attending key stage project meetings and review any SHE impacts or requirements
- Compile, manage and update, all TBT, safety alerts, and communications
- Manage and chair H&S committee meetings
- Conduct 121 H&S meetings with all site PCE Partners and subcontract labour, in order to gain feedback on improvements needed
- Attending key stage project
- Partner with HR and line managers to integrate H&S messages into wider employee engagement strategies.
- Propose and support reward and recognition schemes for positive H&S practices, reinforcing the "don't walk by" mindset.
Reporting & Monitoring
- Manage all business H&S data and statistics
- Report to SLT on performance and trends
- Deliver monthly H&S stats data to all PCE Partners
- Reviewing all H&S data per project and communicating trends/issues/data and ensuring that all issues are correctly managed and closed out
- Go beyond reporting to provide insights and recommendations based on trend analysis of H&S data, supporting data-driven decision-making for projects and operations
Training
- Develop internal training sessions and support onsite activity with communications
- Carry out H&S inductions to project teams at project start up and for all new PCE Partners
- Supporting all H&S awareness training to PCE partners
- Ensure robust emergency response plans are developed, tested, and updated (fire, environmental spills, severe weather, etc.).
Leadership
- Demonstrating high level leadership skills through people empowerment, setting high standards and helping teams/people achieve these through education, support, guidance and training.
- Act as a pro active, trusted member of all PCE Teams/Divisions supporting a positive H&S culture.
- Where applicable, manage direct reports, set clear expectations, monitor performance and support development.
- Play an active role in the crisis management team during incidents affecting H&S.
- Work closely with procurement and project managers to ensure subcontractor H&S compliance, onboarding, and performance management

- Undertake training associated with the role as appropriate
- Undertake tasks as provided by the HOHS
- Undertakes continuous professional development (CPD)
Technical Skills
- Strong understanding of construction H&S legislation
- Clear knowledge of construction techniques and interfaces with PCE's MMC/DfMA methodologies.

Qualifications and Experience
- NEBOSH
- Full Driving Licence & Own Car
- 5+ Years in Health and Safety role
- Ability to mentor and oversee more junior staff
