About the jobJob summary
The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.
Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

This role is based within the HR Business Partnering Team, which forms a strategic part of the wider IBCA HR Directorate. You will be essential in bridging the gap between our business leaders and the comprehensive HR services offered across the organisation.
This role requires you to leverage your HR Business Partner expertise or transferable experience in an alternative setting, to establish immediate credibility as a key member of the leadership team. You will be a solutions-focused partner, expected to deliver quickly, sensitively and confident in providing critical challenge and advice at the most senior levels. You will be genuinely invested in understanding the authority's work, providing guidance on how to maximise success through people interventions to create sustainable organisational and cultural change.
The role of associate HRBP bridges the gap between transaction and the full, strategic HRBP remit, transitioning business requirements into high-impact HR solutions, including:
- Working with Centres of expertise across the IBCA HR Directorate;
- Supporting Strategic Workforce Planning efforts for your Directorate;
- Advising on organisational and structural change and design;
- Driving performance management and talent management activities;
- Coaching and Mentoring
- Advice and Guidance across the full gambit of HR policy;
- Analysing HR metrics and trends to inform decision-making and identify opportunities for improvement.
You will be highly business and client-focused, with a proven record of establishing personal credibility through effective delivery. This requires excellent relationship management skills and the ability to coach and influence leaders. You will champion the effective use of HR policy and interventions to achieve the best outcome for your business areas, building strong, trusted relationships with leaders within the Directorate you partner.
