The Financial Wellbeing Unit sits within the Third Sector and Financial Wellbeing Division of the Tackling Child Poverty and Social Justice Directorate. The Unit is focused on leading and collaborating on work to help everyone to access the financial and wider support to achieve an acceptable standard of living. This work supports the Government priority to eradicate child poverty.

This post sits within the Unit's Welfare and Debt Advice Policy Team which is responsible for providing policy and ministerial advice on the approach taken by Scottish Government ministers for the support and funding of free to access welfare, debt and income maximisation advice services. In particular, the post involves grant management of the Debt Advice Levy and a substantial resource budget to a wide range of high profile stakeholders such as Citizens Advice Scotland, StepChange Debt Charity and others. The post offers an opportunity to develop and advise on policy across other areas of government such as related work in Social Security Policy, Tackling Child Poverty and the Third Sector Unit.

  • Develop policy on income maximisation, welfare, and debt advice.

  • Provide ministerial support to the Cabinet Secretary for Housing and, where appropriate, the Cabinet Secretary for Social Justice.

  • Lead the management and monitoring of a significant budget (currently £17 million).

  • Lead extensive engagement with internal and external stakeholders and oversee substantial grant monitoring across a wide range of high-profile organisations and projects.

  • Manage one member of staff through effective line management.

  • Deliver day-to-day support for the wider team, including business-as-usual tasks such as MiCase handling, PQs, FOI requests, and the preparation of briefings.
