We are seeking an analytical and proactive individual to support the development of an evidence-based Maritime Domain Risk Picture. This role is central to identifying and addressing risks, trends, and issues within the maritime domain, contributing to safety and environmental protection.

You will work closely with subject matter experts, conducting interviews to uncover emerging themes and gain updates on domain challenges. Collaborating within a team of analysts, you will evaluate and verify intelligence, ensuring data is robust and evidence-based to help support data informed decision-making.

Job description

The Defence Safety Authority (DSA) is responsible in Defence for the regulation of Health, Safety & Environmental Protection (HS&EP). The authority provides evidence-based assurance to the Secretary of State for Defence that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities.

This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports Defence's operational imperatives. Within the DSA, the Defence Maritime Regulator (DMR) is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain. This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of Defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.

DMR consists of four areas: Executive and Enabling, Regulation and Compliance, Shipping and Diving Inspectorate and Maritime Assurance Inspectorate.

This Post falls within the Executive and Enablers (E&E) team. The primary function of E&E is to provide the administrative, analysis and planning capabilities. This enables DMR to meet our declared aim of reducing Risks to Life and the Environment across Defence activity within the maritime domain. Within the E&E team the Senior Risk Analyst's role is to Lead on the collation, analysis and exploitation of maritime domain intelligence in the establishment of the maritime domain risk picture and the identification of safety and environment related trends in the Maritime Domain.

Responsibilities:

  • Conduct interview panels with subject matter experts (SME):
    to identify themes and patterns emerging within the domain and obtain comprehensive updates for the domain issues.
  • Evaluate and assess intelligence:
    to ensure data and intelligence generated from SME Panels are suitably verified, evidence-based to enable thematic analysis.
  • Analyse relevant data to create a risk picture:
    collate, analyse, and exploit maritime domain intelligence and data to identify safety and environmental protection related trends, risks and issues in the Maritime Domain.
  • Support research studies:
    Support the production of research studies alongside DMR statisticians to develop an understanding the regulatory intelligence gaps or to answer questions about the wider domain and provide actionable recommendations.
  • Produce and present analytical outputs:
    Produce, present and disseminate appropriate and relevant analytical outputs.
