Job Summary

The Bid / Contracts Manager is responsible for leading and coordinating the end-to-end bid and proposal process across multiple public and private sector frameworks (including, but not limited to, G-Cloud), as well as managing the negotiation, execution, and administration of contracts post-award. This pivotal role ensures the timely delivery of compliant, compelling, and competitive submissions, provides ongoing contract management, and is responsible for preparing standard quotations to support business development and client engagement.

Key Responsibilities

  • Lead the full lifecycle of bid management for frameworks such as G-Cloud, CCS, and other public/private sector opportunities.
  • Develop and maintain a bid calendar, tracking deadlines, clarification windows, and submission milestones.
  • Collaborate with Operations, Legal, Finance, Product, and Sales teams to gather and validate bid content.
  • Review tender documentation to extract requirements and evaluation criteria.
  • Standardise and maintain service descriptions and reusable bid content.
  • Benchmark submissions against industry peers and incorporate best practice.
  • Manage clarification questions and responses via procurement portals (e.g., Digital Marketplace, CDP).
  • Coordinate internal review processes and secure leadership sign-off.
  • Prepare and issue standard quotations for products and services, ensuring accuracy and compliance with company policies.
  • Negotiate contract terms and conditions with clients and partners.
  • Manage contract execution, renewals, amendments, and close-out processes.
  • Ensure ongoing compliance with contractual obligations and regulatory requirements.
  • Maintain a contracts register and manage contract lifecycle events.
  • Act as the primary point of contact for contract-related issues, disputes, and escalations.
  • Liaise with legal counsel as required.
  • Maintain a repository of bid, contract, and quotation templates and support continuous improvement initiatives.

Qualifications & Experience

  • Proven experience managing complex bids, contracts, and quotations, ideally within public sector frameworks (e.g., G-Cloud, CCS).
  • Strong project management and organisational skills.
  • Excellent written and verbal communication.
  • Familiarity with procurement platforms (Digital Marketplace, CDP, Find a Tender).
  • Ability to work cross-functionally and manage multiple stakeholders.
  • High attention to detail and ability to work under pressure.
  • Experience with public sector procurement and compliance (desirable).
  • Knowledge of cloud services, digital transformation, or infrastructure projects (desirable).
  • Degree-educated in a relevant discipline (Business, Law, Project Management, or similar).
