The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It provides corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job descriptionThe Contingent Labour and Internal Controls Advisor's work will be focused on providing support and advice to management on issues that affect good governance.
There are various ways in which we achieve this including improving communication and education around what controls means and how the contingent labour process works. We lead on corporate policies such as expenses, contingent labour, and financial delegations.
We engage business groups and corporate service leads to identify how we can strengthen controls within the department and streamline the contingent labour process.
The successful post holder will be able to deliver at pace, whilst working together with other key members of the Departments within DESNZ/DSIT to ensure a smooth process across both internal controls and contingent labour.
This role would suit a driven, collaborative colleague, with good attention to detail with also the experience of working to tight timelines and the ability alongside communication skills to build strong working relationships at all levels across DESNZ/DSIT.
This has the opportunity to be an expanding and changing role where it will incorporate some finance work across the wider team.
Person specificationKey responsibilities:
- Supporting the team in ensuring contingent labour controls and processes are compliant with cabinet office spend controls.
- Liaising with hiring managers and responding to queries that come through the contingent labour and internal controls mailboxes.
- Supporting delivery of Freedom of Information (FOI) and Parliamentary Question (PQ) requests.
- Providing guidance to internal and external stakeholders on policy and process for contingent labour and internal controls queries.
- Ensuring all guidance on Finance Hub is accurate and up to date.
- Supporting daily contingent labour case management, including the ability to manage a contingent labour business case end to end.
- Acting as a team player and helping colleagues through busy periods.
- Build and maintain good working relationships with other key stakeholders in the core programme to enable effective results.
- Identifying areas for improving systems and controls for contingent labour and internal controls.
Essential Criteria:
We would love to hear from you if you are a collaborate team player, with good attention to detail and the ability for communication skills to build good working relationships at all levels.
The successful candidate will need to demonstrate capability and success against the following criteria:
- Knowledge of contingent labour and internal controls, or willingness to learn.
- Experience in 'holding the line' and effectively challenging stakeholders on controls, processes and policies for contingent labour and internal controls.
- Ability to work well as part of a close knit team, and to work collaboratively with wider teams and stakeholders.
- Ability to assess available information or evidence and identify impact on contingent labour and internal controls.
- Understanding of HMRC IR35 regulations.
Desirable Criteria:
- Excellent MS Excel and Power BI skills are desirable for data analysis and interpretation of data.
- Finance experience is desirable but not essential.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
