Job overview Expression of Interest - Interim Clinical Manager - Flow Management Team Are you passionate about shaping innovative mental health services and driving real change? We’re seeking an interim leader to spearhead our Flow Management Services within our Trust for 2 months. As the interim clinical and operational lead, you’ll take full ownership of your teams’ performance and ensure every service user receives exceptional care rooted in clinical excellence and compassion. Key responsibilities This pivotal role offers you the chance to : Ensure there is a Trust wide overview of demand, capacity, and flow across general adult acute and Psychiatric Intensive Care Unit beds and also that of any Out of Area beds. Provide daily operational oversight of the use of the commissioned bed base and will escalates any requirements for use of out of area placements. Be responsible for ensuring robust and consistent oversight of all commissioned out of area beds, working closely with providers and our Patient safety and Quality leads. The post holder will operationally manage the patient flow & bed management team whilst working jointly with respective senior managers and key stakeholders. The post holder will look to identify variance and propose changes in order to achieve a consistency of approach; ensure optimum clinical performance, improve flow and reduce unnecessary demand for inpatient beds. Main duties of the job The post holder will work alongside senior management, you will take full accountability for delivering exceptional Services, including : Oversee and gain assurance regarding all aspects of the quality and safety of care all BDCFT service users allocated to a contracted independent sector bed will receive. Facilitate daily quality review meetings with external providers and ensure that timely repatriation of service users to local inpatient services or community care as required. Ensure that there is up to date, visible and accessible information available always on occupancy levels, admissions, and discharges across the Partnership and that all digital solutions to patient flow are developed and utilised to support this. Identify data requirements, define analysis requirements, design data gathering and desired outputs to ensure accessibility of comparable data with regard to inpatient activity, and ensure this data and intelligence flows to the Service. Identify trends across key data with regard to pathway challenges and work with services to identify and implement solutions. Oversee any acute admission which has been made to an independent hospital ensuring that the service user outcome and experience is in line with commissioned expectations and to escalates any concerns to the Service Manager and Senior Leadership Team. Make complex judgements regarding individual cases and be able to analyse and present strategically both the issues and solutions. This may result in analysing a range of options that are presented and determining the appropriate course of action. Have an awareness of and escalates as appropriate, the issues of service delivery including shortfalls, service pressures and proposed remedial action related to capacity and flow and support clinical, operational, and corporate services in the identification, planning and implementation of service redesign and transformation opportunities to improve the quality of care. Support the identification and sharing of best practice across inpatient wards to support service improvement. Raise awareness of the changing need for acute in-patient beds, so that hospital beds are used more efficiently, resulting in a reduction in hospital admissions, lengths of stay. Prepare reports as requested to show trends and analyse the demand and capacity for inpatient services across Airedale and Bradford. Develop, maintain and promote in conjuncture with key stakeholders’ pathways that are sympathetic to Trauma informed care. Person specification Qualifications Essential criteria A core mental health qualification eg Mental Health Nursing, Social Work, Occupational Therapy, Clinical Psychology Current registration / accreditation with professional governing body Evidence of continuing professional development Desirable criteria Leadership qualification / training Clinical supervision qualification Knowledge Essential criteria Detailed understanding of clinical governance, legislation, issues and initiatives within the NHS. Working knowledge of clinical governance principles egg Data Protection – Information Governance and IG toolkit. Skills Essential criteria Ability to demonstrate advanced interpersonal and people management skills including: motivation, negotiation, influencing, decision making, leadership, staff development, conflict resolution, problem solving, initiating and managing change. Ability to think strategically, independently and influence, challenge, and debate effectively. Ability to analyse complex issues, identify potential solutions and reach sound judgements and decisions. Experience Essential criteria Extensive management experience, including line management, an active role in the delivery of a significant programme of change / redesign and effectively redesigning clinical pathways. Significant experience of patient care in appropriate Mental Health setting.
