Job summary The North Midlands and Black Country Procurement Group (NMBC) iscomprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall Healthcare NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT),Black Country Healthcare Foundation Trust (BCHFT), Midlands Partnership NHS Foundation Trust (MPFT) and Midlands and Lancashire Commissioning Support Unit (MLCSU).
The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support to the aforementioned organisations covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commissioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS's).
With almost 200 staff, 55,000 customers and managing a total non pay spend portfolio of over £ per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO's) in the NHS.
This post leads the BCPS, BCH, Capital and NSCHT teams and is based at the Royal Wolverhampton NHS Trust, New Cross site, reporting to the Group Director of Procurement within the NMBC.
The role is directly responsible for Procurement delivery to the above organisations.
Main duties of the job Deputy Director of Procurement - BCPS, Capital, BCH and Mental Health will provide comprehensive support to the Group Procurement Director in delivering the Procurement function within the North Midlands and Black Country (NMBC) Procurement Group.
To act as a Deputy Director of Procurement for the NMBC.
The post-holder will lead on and be responsible for line management of the Procurement Teams within both ICS footprints and will provide support to the Group Director of Procurement in ensuring that all elements of the ICS, NMBC and individual Trust level commercial contract management, are delivered.
This will include, for example, the delivery of national commercial contract management objectives, regional and local CIP targets, workforce objectives and maintaining supply chain resilience across the Pan ICS NMBC footprint.
The Deputy Director of Procurement shall act as an ambassador and foster a highly professional and responsive client service approach; proactively build and sustain professional relationships and interface with other departments, Trusts and Executives / colleagues across the Stoke on Trent & Staffordshire and Black Country ICS's covered by the NMBC.

Job description Job responsibilities Key Areas/Tasks Strategic Management and Delivery The role will be to support the Group Director of Procurement to formulate, lead and manage the multi-Trust Procurement service and to be accountable for the outcomes of all procurement activity.
To support the Group Director of Procurement to create and maintain a culture committed and capable of maximising recurrent efficiency opportunities on all non-pay spend consistent with the Central Commercial Function (CCF) and NHS England (NHSE) expectations.
Support on the delivery of strategic procurement and commercial opportunities on behalf of, and with the agreement of the Executive Directors, ensuring the long-term sustainable future of all the Trusts represented.
Analyse and interpret the consequences of highly complex multi-factorial situations where there may be strong differing opinions and conflicting priorities.
Carry out procurements for highly detailed, high value contracts that require analysis, comparison and assessment.
Formulate options and make judgments across a wide range of procurement issues taking into account legislation, Health and Safety, conflicting demands, professional and technical expert advice on procurement/contractual matters.
Management Skills The post holder will be responsible for undertaking regular appraisals of all staff within the post holders span of managerial responsibility.
Monitor and realises benefits championing the use of performance management and benefits realisation tools for assessing supplier performance and ensuring supplier management meets the needs of the relevant Trust, demonstrating to the Trust Board the contribution of the procurement function to the Trusts success.
Engagement Engage effectively at very senior external and internal levels including at Board Level, with key suppliers and partners ensuring the relevant Trust is and is seen to be the intelligent client.
Demonstrate excellent commercial skills and awareness required to lead negotiations for highly complex and collaborative procurements and manage issues in dispute.
Works systematically to engage suppliers; manage markets and develop suppliers in order that they can meet the needs of the relevant Trust and treat the Trust as a priority customer.
Deputise as required for the Group Director of Procurement to represent the Trust as appropriate on Regional and National bodies.
Demonstrate effective stakeholder management across different departments and at all levels.
Respond to and resolve conflict between different stakeholders when this arises through facilitation, mediation or other appropriate mechanisms.
The post requires frequent face to face, written, verbal and electronic communications with a range of Executives and Non-Executive Directors, senior managers, clinicians and other healthcare professionals, service managers, information and finance professionals.
There may be occasions where the post may need to communicate with wider Department of Health officials.
Leadership The post will require working with the Group Director of Procurement support to develop a clear, thorough, and achievable vision which is aligned to business and policy priorities.
Working as a team player with procurement leads and leadership groups to challenge, influence and shape collaborative procurement agendas both with the relevant Trust and across organisational boundaries to engage collaborative initiatives that work for all Trusts formally represented by the NMBC.
Promote a responsive and can do culture across all Trusts whereby the procurement community enables better alignment of procurement with the Trusts business/service objectives and with the need to manage risk appropriately Communication The post requires frequent face to face, written, verbal and electronic communications with a range of Executive Directors, Non-Executive Directors, Senior Managers, Clinicians and other healthcare professionals, divisional service leads, Information and Finance professionals in order to deliver, co-ordinate and implement delivery of all major change programmes.
Use judgement in understanding and working with complex policy and diverse interest groups in the provision, receipt, analysis and use of highly complex, sensitive and contentious information and make judgements based on the information.
Policy and Service Development Network and engage in continuous professional development (CPD) externally to ensure that all skills and capabilities within the department remain at the forefront of the delivery of the service which means procurement within Trusts supported is seen as best in class.
Responsible for interpreting legislation with regard to contracts and purchasing, national NHS guidance etc.
and developing on behalf of the relevant Trust policies, guidelines and service level agreement (SLAs) which impact the whole service.
Financial Supporting the Group Director of Procurement who will have responsibility for the financial governance of all non-pay procurement procedures within the Trust.
Responsible as authorised signatory in accordance with delegated authority aligned to post.
Training and Educational Ensure that all staff undertakes regular internal and external specific training including the completion of mandatory training as appropriate to maintain up-to date national standard knowledge, in addition to professional development.
