Main duties of the job Working closely with our Chief Medical Officer, you willhelp enhance services by focusing on quality and patient experience.

Job description Job responsibilities Job Purpose:The Chief ClinicalStrategy Officer (CCSO) is responsible for the overall development andleadership of the Trust Strategy, Planning and Improvement Office, withexecutive accountability for the Trust improvement methodology and clinicalpartnerships across the county, regionally and nationally.The postholder will lead and facilitate our relationship with partners across Herefordand Worcestershire, The Foundation group and wider.
With a focus on research, innovation,and improvement the post holder will influence clinical teams and services toensure that pathways and outcomes are aligned to the health needs of ourpopulation, ensuring that services provide the best value for money and bestquality outcomes.The postholder will contribute to the leadership of a professional, inclusive andvalues led culture that nurtures improvement and prioritises the best healthoutcomes for our population.Key Working Relationships:The post holder will be an integral part of the Trust Board andExecutive team, fostering a particularly strong working relationship with ChiefMedical Officer, Chief Nursing Officer and Chief Operating Officer to ensurethat our collective clinical voice is heard and well represented in externalrelationships.
Key relationships will include but are not limited to: Commissioners,Public Health, NHS England, Local Higher Education Institutes, Primary Care, Seniorclinicians, Managers, and all other staff.The post holder will collaborate closely with external partners to ensurethat Worcestershire Acute Hospitals Trust optimises our role as a leadprovider, positively influencing the health outcomes of the local population.Key Duties:GeneralDuties:Contribute to promoting and reinforcing our vision,values and behaviours, ensuring our obligations to patients and stakeholdersare understood and met.Lead our strategic plan to realise the trust visionand mission.Lead our annual business planning cycle and settingour corporate objectives.Commit to a collective leadership approach in thedelivery of our corporate objectives, never knowingly allowing a colleague tofail.Lead key quality activities alongside main roleobjectives.Ensure robust mitigating actions are in place tomanage key strategic risks within the Board Assurance Framework, for which youare nominated Executive Director.Adhere to the Nolan Principles, promoting thehighest standards of probity, integrity and governance in line with bestpractice and statutory requirements.Comply with our established health and safetypolicies.
In particular, by following agreed safe working procedures andreporting incidents using our risk and incident reporting systems.Practice at all times in accordance with infectioncontrol standards specified in our policies and procedures and with the HealthAct 2006 code of practice for the prevention and control of health careassociated infections.Toparticipate in the Executive on call rota.Responsibilities specific to this post:Directorate Leadership:Lead the strategy, planning and improvement teamspromoting the highest possible professional standards throughout thedirectorate.Set high standards of performance for theorganisation and involve all staff in the work of other directorate managementteams to deliver the corporate objectives.Promote multidisciplinary team-working by creatingthe environment and resources that enable teams to identify real issues andcreate innovative solutions to problems.Ensure the training and development needs of teammembers identified through the annual appraisal process are met.Utilise the Trust improvement approach in thereview and development of systems and processes within the directorate toimprove quality and reduce cost.Ensure there is an effective succession plan withinthe directorate to maintain continuity of business.Strategic LeadershipTo lead our strategic development, advising onfuture strategic development opportunities and assist board members withunderstanding of changes in the NHS and provider landscape.To lead effective collaborative working withexternal stakeholders (health and social care), within the integrated care systemto ensure coherence in strategic and service improvement planning across thepopulation we serve.To establish productive strategic relationshipswith existing and prospective stakeholders, Commissioners, Specialistcommissioners, GPs and primary care networks, local authorities, regulators, patients,and representative groups, in order to identify new strategic and improvement opportunites.To lead the development of highly effectivestrategic partnerships with tertiary and quaternary provider organisations toensure the Worcestershire population is well served by specialist services.Lead with Chief Digital Information Officer andChief Medical Officer the development of digital services in the Trust alignedto the clinical priorities and opportunities.To provide strategic and professional advice tothe Trust Management Executive on opportunities to gain potential s106 capitalcontributions, responding and contributing to local development plans anddevelopment programmes under consultation by local planning authorities.To lead specific strategic projects andprogrammes of work as allocated.Integrated Partnership WorkingAs one of the most outward facing executive officers,lead and develop relationships with the local health and social care partnersand regulators.Lead the relationship, supported by the Chief MedicalOfficer, with the ICB, Primary care liaison forum, LMC and University.Work closely with system partners to ensure theTrust annual plans align to health priorities and are driven by improvements toclinical pathways, supporting reductions in acute and secondary care demand.Support the development of research acrossHereford and Worcestershire, forging close alliances with university colleaguesand partners exploring opportunities for advancing teaching and research.Clinical Services StrategyLead the development and implementation of ourClinical Services Plans, ensuring that they are reviewed within clinical teamsand continue to be responsive to business and operational drivers.Lead the Trust in development of strategies forthe ICB, partner organisations and Foundation group.Work with the Chief Operating Officer to overseeactivity and capacity modelling to support business planning processescorporately and locally; working closely with colleagues from clinical teams,operational management and the information and finance departments.Provide executive leadership to the developmentof services and associated business case development, prioritising strategicgoals and related health outcomes.Develop constructive partnerships with a widerange of business, academic and third sector partners to establish WAHT at theheart of the county.Ensure that other important enabling strategiesand plans Estates and Workforce are aligned with and support delivery ofthe Trust overarching strategy.Work with the Director of Communications andEngagement to implement a highly effective internal and external stakeholderengagement plan.Regularly refine and update the ClinicalServices Strategy in response to service demand and emerging health priorities.PlanningWork closely with the Chief Finance Officer tolead the annual business planning process, ensuring it meets required standardsand has sufficient opportunity for internal and non-executive scrutiny.Lead a partnership approach to the developmentof annual plans, ensuring they are developed with a pragmatic and authenticapproach to engagement and are aligned to outcomes.Work with the Chief Operating Officer agree theimprovement trajectories for any underperforming NHS constitutional standardsor service lines.Use market research, networks and strategicalliances to scan the horizon and forward plan to identify businessopportunities arising from national and local policy changes, ensuring that weare in the best possible position to respond.Evaluate and risk-assess emerging serviceoptions in the context of our strategy.Set and maintain the standard for business casedevelopment and approval process.Programme Management Office(PMO)Executive responsibility for a transformationfocused programme management office that provides the appropriate rigour andassurance around the delivery of Trust change programmes, strategic projectsand cost/efficiency improvement plans.Lead the PMO project management team to ensuretheir resource is best organised to support Divisional Management Teams.Optimise the capability within the PMO toanalyse Model Hospital and other credible benchmarking, to best identifyefficiency improvement opportunities.Work closely with colleagues across theExecutive team to ensure that the PMO office provides priority support toprogrammes that align with the Trusts strategic priorities.Business DevelopmentWork with the Chief Finance Officer to developan effective network and proactive approach to identifying new opportunities.This includes leading responses to formal tendering opportunities andmaximising informal opportunities to negotiate additional services orbeneficial changes in delivery with commissioners.Develop and maintain constructive dialogue andnetworks with current and prospective stakeholders ( local authorities) andwork in collaboration with partners in other agencies.Ensure our processes for business developmentare robust and responsive.
