Cost Assurance Manager

The Role:
This role leads and coordinates our contractual cost management assurance duties and planned activities to ensure our contract delivery commitments are met to time and quality and that the NDA Non-NDA Liabilities Assurance (NLA) team’s reputation with regard to its external stakeholders is protected and enhanced.
This role will assure the basis of a 3rd party’s decommissioning planning assumptions and draw on NDA group and international decommissioning experiences to benchmark, assure and support approval decisions of plan basis and formal submissions.
This is a key role in informing whether planned decommissioning activities are to the standard of a reasonable and prudent operator. It will conduct assurance on decommissioning costs, progress and performance to inform incentivisation payments.
This role will support the management of the HMG restructuring Agreements as well as providing oversight and assurance of the commercial, contractual and procurement activities in line with our Letter of Nomination from Department of Energy Security and Net Zero (DESNZ).
Key Accountabilities:
This role is an integral part of the team acting as client agent (on behalf of DESNZ) of a multi £Bn programme incorporating a 3rd party’s existing nuclear fleet and those spent fuel liabilities funded from a segregated fund backed by the taxpayer, by:
- Leading and supporting cross-functional assurance reviews of 3rd party’s decommissioning plans and developing robust assurance arrangements to assess the quality of underpinning of these plans.
- First point of contact for cost assurance of the basis of a 3rd party’s decommissioning assumptions, cost model assurance, cost estimates and cost related contractual assurance matters underpinning Decommissioning Plans.
- Apply operational expertise and experience in undertaking assurance and operational reports on the basis of planned decommissioning activities and expenditure and performance in order to satisfy our contractual requirements as well as HMG (DESNZ).
- Manage the day to day relationships with portfolio management teams and undertake cost oversight and assurance of planned activities that inform its costs of discharging liabilities.
- Closely liaise with the team’s Finance Assurance manager to provide holistic assurance of 3rd party cost budgets and cost recovery and allocation framework.
- To provide first point of contact for high level cost assurance matters to support the Head of Programme in the provision of advice to Secretary of State for DESNZ (via NDA’s CEO) of new nuclear developer’s decommissioning and waste management plans.
Knowledge, Skills and Experience required:
- Demonstrable experience in nuclear operations, decommissioning (nuclear or non-nuclear) programme management, project management or cost management – gained in either a client or contractor/consultant role.
- Experience in developing and undertaking assurance reviews of large projects/programmes/site operations and an awareness of the Infrastructure and Projects Authority assurance review products and guidance
- Understanding of UK civil nuclear liabilities management, including related legislation and the role of Government and the Regulators.
- Ability to liaise closely with executive level stakeholders to ensure expectations are met and enhance their high level of confidence in NLA’s client agent role.
- Highly developed interpersonal skills including the confidence and ability to relate to and influence peers and senior stakeholders, to lead cross-functional teams and build and maintain strong credible relationships with colleagues.
Other knowledge and qualifications include:
- Educated to degree standard or equivalent
- Relevant professional qualifications would be an advantage
- Role ideally requires understanding of financial and management accounting requirements and practical commercial management experience, gained from working in a number of varied roles.
- The ability to analyse cost and budget issues and develop appropriate solutions,
- Diplomatic, persuasive and unbiased communication skills, negotiation skills and good team working style in cross functional teams.
- Experience of working within Cost reimbursable, Target Cost and Fixed Price Contractual arrangements would be an advantage.
