Job Overview
The Department for Work and Pensions is seeking a highly skilled Project Transformation Manager to join its team. This role will play a crucial part in delivering business change and engagement objectives, contributing to the wider programme and driving the benefits and outcomes of the Synergy Programme.
About the Role
This exciting opportunity involves working in a dynamic environment with a cross-departmental group formed in response to Government Business Service's request for individual departments to group together in 'clusters' to drive efficiencies, increase buying power, and improve the quality of shared service to our end users - our people.
The successful candidate will have the chance to work on the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs, and the Home Office. The Department of Work and Pensions hosts the Synergy Programme, making this an excellent opportunity for those who want to make a real impact.
Key Responsibilities
- Leadership: Supporting the team to deliver business change and engagement objectives, contribute to the wider programme, and drive the benefits and outcomes of the Synergy Programme.
- Stakeholder Engagement: Developing and maintaining effective relationships with internal and external stakeholders, building collaborative relationships across the programme, and beyond to confidently challenge, influence, and negotiate positive outcomes and solutions.
- Planning and Scheduling: Ensuring systems are in place to enable effective planning, scheduling, and implementation, developing and maintaining project plans, and reporting on progress.
- Monitoring and Reporting: Managing project controls, reporting to the PMO about the project status, and developing project performance reports.
- Governance: Supporting effective decision-making and governance, including service readiness rehearsals, reporting, and engaging in mechanisms that hold the programme to account on delivery.
- Assurance: Supporting assurance activities and action recommendations, organising assurance processes as required, and supporting business and technical implementation readiness.
- Programme Performance and Controls: Developing and maintaining project plans, managing performance, and reporting on progress.
- Delivery Planning: Commissioning and drafting briefing papers and key documents to completion, developing and generating planning reports and data to align with governance reporting processes to support effective decision-making.
- Resources: Managing workforce planning and wider resourcing requirements to deliver key implementation activities, providing information for effective decision-making and prioritisation of activity, and procuring supplies and services related to project support within Delegated Financial Authority limits.
- Support Secretariat Duties: Delivering meaningful outputs, auditable logs, and records for Synergy governance boards.
- Financial Control: Managing project spend and contributing to the compilation of budgets, contributing to programme business cases.
- Risks and Issues: Leading on monitoring and managing potential risks and issues, developing mitigating actions, and escalating as appropriate.
Required Skills and Qualifications
We are looking for candidates who have:
- Knowledge and experience of working in large-scale IT-enabled business change projects and programmes involving multiple delivery partners in an ambiguous environment.
- Leadership skills, including leading complex packages of work, establishing effective processes and ways of working, and delivering projects in multi-disciplinary teams while working to tight deadlines.
- Experience of building and maintaining effective relationships with various stakeholders, including external partners, to deliver business outcomes, especially in a fast-paced environment of change.
- Working knowledge of programme and project planning, risk, and governance processes, including reporting and escalation.
- Problem-solving skills, including relying on creativity, individual judgement, and expertise to deliver more effective business improvements/solutions.
- Data analysis skills, including gathering and analysing information, data, insight, and evidence, using analytical skills to inform decisions on complex issues and deliver more effective business solutions.
- Decision-making skills, including making decisions based on consideration of the issues and use of judgement within agreed tolerances.
- Strong working knowledge of MS Office applications, particularly SharePoint, Excel, and PowerPoint.
